(7) Method of Selecting the Successful Bidder: The successful bidder will be the one who submits the lowest valid bid within the limit of the estimated price established in accordance with Article 79 of the Order for Enforcement of the Public Accounting Act. However, if it is determined that the successful bidder may not be able to perform the contract in accordance with its terms due to their bid price, or if it is deemed significantly inappropriate to conclude a contract with them due to the risk of disrupting fair trade order, the bidder with the next lowest bid price within the limit of the estimated price may be selected as the successful bidder. (8) Those who do not have the General Competitive Bidding (Designated Competitive Bidding) Qualifications (Unified Qualifications for All Ministries and Agencies) listed in 2(2) above may also submit an application as per 4(3). However, to participate in the competition, they must obtain certification of such qualifications and have their competitive participation qualifications confirmed by the time of bid opening.
