Public notice of general competitive tender. A general competitive tender will be held as follows, and notice is hereby given in accordance with the provisions of Article 167-6, Paragraph 1 of the Local Autonomy Act.

Matters concerning the general competitive tender (1) Name and quantity of services: Monitoring survey services of Japanese deer and wild boar populations, etc. for Reiwa 8, one lot. (2) Specifications of services: As specified in the specifications.
(3) Period of performance: From the date of contract conclusion until December 25, Reiwa 8.
(4) Place of performance: Prefectural designated locations. 2. Qualifications for participation in general competitive tender: (1) Not a person falling under the provisions of Article 167-4 of the Local Autonomy Act (Order No. 16 of 1947).
(2) Not a person for whom commencement of rehabilitation proceedings has been applied for under the Corporate Reorganization Act (Act No. 154 of 2002), or commencement of civil rehabilitation proceedings has been applied for under the Civil Rehabilitation Act (Act No. 225 of 1999) (excluding those for whom a decision to commence rehabilitation or civil rehabilitation proceedings has been made).
(3) Not a member of a violent group as defined in Article 2, Item 6 of the Act on Prevention of Unjustifiable Acts by Members of Violent Groups (Act No. 77 of 1993) (hereinafter referred to as "violent group member"), or a corporation whose officers are violent group members.
(4) Must be registered in the Yamanashi Prefecture Goods, etc. Competitive Tender Qualification List as stipulated in the "Qualifications, etc. Required for Bidders Participating in Competitive Tenders for Goods, etc." (Yamanashi Prefecture Notice No. 67 of March 8, Reiwa 3).
(5) Not a person who has been subject to a suspension of designation based on the "Yamanashi Prefecture Measures for Suspension of Designation in Contracts for Procurement of Goods, etc." during the period from the date of this notice to the date of tender.
(6) Must have experience in undertaking and fulfilling at least two contracts for monitoring survey services of Japanese deer populations, including individual population estimation using hierarchical Bayesian methods, with national or local governments during the two-year period from April 1, Reiwa 6 to March 31, Reiwa 8.
3. (3) Submission method for application for confirmation of eligibility for tender: Those who wish to participate in this general competitive tender must submit documents certifying that they meet the eligibility requirements specified in the tender documents to the location specified in 3(1) by July 3, Reiwa 8 (Friday) (excluding prefectural holidays) from 9:00 AM to 12:00 PM and from 1:00 PM to 5:00 PM (postmarks dated July 2, Reiwa 8, or earlier are valid).
(4) Date and time and place of tender and opening: Date and time: July 10, Reiwa 8 (Friday) from 1:30 PM. Place: Yamanashi Prefectural Government Annex Building 1F, Tourism, Culture and Sports Department Conference Room, 1-6-1 Marunouchi, Kofu City, Yamanashi Prefecture.
(5) Tender method: For the purpose of determining the successful bidder, the amount obtained by adding 10% of the bid amount to the bid amount (if there is a fraction of less than 1 yen, that fraction will be rounded down) will be the successful bid price. Therefore, bidders shall state in their bid the amount equivalent to 100/100 of their estimated bid amount.
(6) Invalid tenders: Tenders submitted by persons who do not meet the qualifications for general competitive tender specified in this notice, tenders that violate the tender conditions, tenders submitted by persons who have not fulfilled their obligations, and tenders that fall under any of the items in Article 129 of the Yamanashi Prefecture Financial Regulations (Yamanashi Prefecture Ordinance No. 11 of 1964; hereinafter referred to as "Regulations") shall be deemed invalid.
(7) Method of selecting the successful bidder: The successful bidder shall be the person who has submitted the lowest valid bid within the range of the estimated price determined in accordance with Article 127, Paragraph 1 of the Regulations. However, if it is determined that the successful bidder may not be able to perform the contract in accordance with its terms and conditions due to the bid price, or if it is determined to be significantly inappropriate to conclude the contract with that person, thereby disrupting the order of fair trade, the bidder with the lowest bid price among other bidders who submitted bids within the range of the estimated price may be selected as the successful bidder.

4. Other (1) Tender deposit: Those who wish to participate in the tender must pay the tender deposit specified in the tender documents. However, those who fall under Article 108-2 of the Regulations shall be exempted.
(2) Contract deposit: Those who intend to conclude a contract must pay the contract deposit specified in the tender documents. However, those who fall under Article 109-2 of the Regulations shall be exempted.
(3) Requirement for contract document creation: Yes.
(4) Presence of penalty for breach of contract: Yes.
(5) Presence of advance payment: Yes.
(6) If the successful bidder no longer meets any of the qualifications for participation listed in 2 by the time the contract is concluded, the contract will not be concluded. In this case, the prefecture shall not be liable for damages.
