BID ANNOUNCEMENT
We hereby announce the following general competitive bidding.

1. Items for Competitive Bidding
(1) Project Name: FY2024 Specimen Sorting Consignment Work
(2) Specifications, etc.: As per the bid explanation documents.
(3) Delivery Deadline: March 26, Reiwa 9 (Friday)
(4) Delivery Location: As per the bid explanation documents.
(5) Bidding Method: The bid amount shall include all costs required for the work. When determining the successful bidder, the bid price will be the amount written on the bid form plus 10% of that amount (if there is a fraction of less than 1 yen, that fraction will be rounded down). Therefore, bidders must write the amount equivalent to 100/110 of their estimated contract amount on the bid form, regardless of whether they are a taxable business or a tax-exempt business for consumption tax.
2. Competitive Participation Qualifications
(1) Persons who do not fall under the provisions of Article 70 of the Budget, Expenditure, and Accounting Order. However, minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion fall under cases with special reasons in the same article.
(2) Persons who do not fall under the provisions of Article 71 of the Budget, Expenditure, and Accounting Order.
(3) Persons who are not currently subject to a suspension of bidding by the Director of the Accounting Division, Minister's Secretariat, Ministry of the Environment.
(4) Persons who have been graded B, C, or D in "Survey/Research" or "Other" in the "Services, etc." category of the Reiwa 07, 08, 09 Ministry of the Environment Competitive Participation Qualifications (All-Ministry Unified Qualifications) by the time of bid opening.
(5) Persons who meet the business conditions specified in Appendix 2 of the bid explanation documents.
(6) Persons who can pledge the matters related to the exclusion of yakuza specified in the bid explanation documents.

(1) Language and Currency Used in Bidding and Contract Procedures: Japanese language and Japanese currency only.
(2) Bid Bond and Contract Deposit: Exempt.
(3) Invalid Bids: Bids submitted by persons who do not possess the competitive participation qualifications stated in this announcement, and bids that violate the conditions related to bidding, shall be deemed invalid.
(4) Requirement for Contract Creation: Required.
(5) Method of Determining the Successful Bidder: The bidder who submits the lowest valid bid within the limits of the estimated price prepared in accordance with the provisions of Article 79 of the Budget, Expenditure, and Accounting Order shall be the successful bidder.
