1. Announcement No. 33 of Tsuwano Town: We hereby announce that a general competitive bid will be held as follows, pursuant to Article 4 of the Tsuwano Town General Competitive Bidding Implementation Guidelines for Construction Work, etc. (Heisei 22 Tsuwano Town Announcement No. 45; hereinafter referred to as the "Implementation Guidelines"). Scheduled Construction Period: Late March, Reiwa 9 (2027) D. Project Outline: LED lighting and air conditioning equipment installation work for the indoor gymnasium. Steel structure, 2 floors, total floor area 1,088.55㎡. Construction work: 1 set. Electrical equipment work: 1 set. Mechanical equipment work: 1 set. 2. Qualifications Required for Bidders: Those wishing to participate in the bid must meet the following requirements.
A. For architectural construction (general), must be registered in the Reiwa 7-8 (2025-2026) Tsuwano Town Construction Work Contract Competitive Bidding Participant Qualification List.
B. Must have a specific or general construction permit under the Construction Industry Act (Showa 24, Law No. 100) for architectural construction (general).
C. Must have a principal business office located within Tsuwano Town as stipulated in Article 3, Paragraph 1 of the Construction Industry Act.
D. Grade for architectural construction (general) must be Grade A or B in Shimane Prefecture.
E. Must have construction experience meeting the following requirements:
① For public works in Shimane Prefecture, must have contracted and completed architectural construction (general) work (one contract of 10 million yen or more) as a prime contractor within the past 10 years (from July 1, Heisei 28 (2016) to June 30, Reiwa 8 (2026); hereinafter the same).
② Must have contracted architectural construction (general) work with Tsuwano Town within the past 10 years.
F. Must be able to assign a supervising technician or chief technician (hereinafter referred to as "assigned technician") meeting the following criteria to this project.
① The assigned technician must be a Class 1 Architect, Class 1 Construction Management Engineer, or a person certified by the Minister of Land, Infrastructure, Transport and Tourism as having equivalent or higher ability as stipulated in Article 15, Item 2(a) of the Construction Industry Act, and must be able to be assigned as of the contract date, except in cases falling under ④ below.
2. The assigned technician must have a direct and continuous employment relationship for at least 3 months prior to the submission date of the competitive participation qualification confirmation application for this project.
3. If the assigned technician cannot be identified at the time of submitting the competitive participation qualification confirmation application, multiple technicians may be listed as planned for assignment, provided that all candidates meet the requirements. In such cases, priority will be given to the assigned technicians.
Furthermore, the assigned technician listed in the assigned technician report can only be changed in extremely special circumstances such as death, sick leave, or resignation.
If awarded the contract, the assigned technician will be reviewed in order of priority.
4. If the planned assigned technician at the time of submitting the competitive participation qualification confirmation application is currently engaged in other work requiring full-time assignment as a supervising technician, chief technician, specialist technician, site manager, or担当技術者 (hereinafter referred to as "technician, etc."), they can apply as an assigned technician if the contract completion date of the other work is on or before September 24, Reiwa 8 (2026) (hereinafter referred to as the "specified date").
If the contract completion date of the other work is on or after the day following the specified date, they can apply by attaching documentation that proves they have obtained consent from the ordering party of the other work to be released from assignment by the specified date.
* "Technician, etc. currently engaged in other work" refers to technicians, etc., who are registered in CORINS or have been reported to the ordering party of other work, regardless of whether they are full-time or part-time.
5. It is permissible to apply with the same technician planned for multiple projects, but if the technician cannot be assigned to this project due to being awarded another contract, the bidder cannot be awarded this project.
In this case, qualification review will be conducted in the order of bidding.
G. Other:
① Must not fall under Article 167-4 of the Local Autonomy Act (Showa 22, Cabinet Order No. 16).
② Must not have been subject to a designation suspension under the "Tsuwano Town Designation Suspension Measures for Bidders of Construction Work, etc." (Heisei 18 Tsuwano Town Announcement No. 60; hereinafter referred to as the "Designation Suspension Guidelines") between the date of this announcement and the submission deadline specified in 3(C)②.
③ Must not be delinquent in any Tsuwano Town taxes (corporate town tax, fixed asset tax, light vehicle tax, town and prefectural resident tax (withheld portion)).
④ Must not be delinquent in consumption tax and local consumption tax.
⑤ Must not fall under any of the following items:
(1) A person for whom bankruptcy proceedings have been initiated under Article 18 or 19 of the Bankruptcy Act (Heisei 16, Law No. 75).
(2) A person for whom rehabilitation proceedings have been initiated under Article 21 of the Civil Rehabilitation Act (Heisei 11, Law No. 225).
(3) A person for whom reorganization proceedings have been initiated under Article 17 of the Corporate Reorganization Act (Heisei 14, Law No. 154).
(4) A "violent group" as defined in Article 2, Item 2 of the Act on Prevention of Unjustifiable Acts by Violent Group Members (Heisei 3, Law No. 77; hereinafter referred to as the "Act on Prevention of Unjustifiable Acts by Violent Group Members").
(5) Officers, etc., who are "violent group members" as defined in Article 2, Item 6 of the Act on Prevention of Unjustifiable Acts by Violent Group Members (hereinafter referred to as "violent group members"), or who have not passed five years since ceasing to be violent group members.
⑥ Must not have any of the following relationships with other bidders:
(1) Parent-subsidiary relationship.
(2) Subsidiaries of the same parent company.
(3) A situation where an officer of one company concurrently holds the position of an officer of the other company.
(4) Capital or personnel relationships that can be considered equivalent to (1) to (3).
3. Confirmation of Competitive Participation Qualifications:

B. Supporting documents for the above:
① For the Construction Experience Report, provide a CORINS constructionカルテ (card) or a certificate issued by the ordering party, etc., to prove the content of the construction experience. However, for Tsuwano Town commissioned projects, a copy of the construction contract may be accepted.
② Attach a copy of the assigned technician's qualification certificate, etc., and proof of employment relationship with the bidder (e.g., copy of health insurance card).
③ If the assigned technician is currently engaged in other work, attach proof that they can be released from assignment by the specified date (e.g., copy of CORINS "Registration Details Confirmation").
C. How to obtain application forms and submission deadline, etc.:

② The deadline and submission location for the application forms are as follows.

4. Distribution of Design Documents, etc.:
A. Distribution Method: Design documents, etc., can be downloaded from the Tsuwano Town website.
B. Questions regarding design documents (Implementation Guidelines Form No. 4) and their submission deadline and location are as follows.
Submission Deadline: August 14, Reiwa 8 (2026), 5:00 PM.
Submission Location: Tsuwano Town Hall, General Affairs and Finance Division.
C. Answers to questions will be provided in writing to all parties who submitted a competitive participation qualification confirmation application, within 2 days (excluding holidays) from the day after the deadline for submitting questions, in principle.
5. Bid Date and Time and Location:
Date and Time: August 21, Reiwa 8 (2026), 9:15 AM.
Location: Tsuwano Town Hall, Main Building, Conference Rooms 5 and 6.
6. Bidding Method, etc.:
A. Bids by telegram or mail, etc., are not permitted.
B. When determining the successful bidder, the bid amount will be the amount written on the bid form plus 10% of that amount (if there is a fraction of less than 1 yen, it will be rounded down). Therefore, bidders should write the amount excluding consumption tax and local consumption tax on the bid form.
C. Re-bidding will be conducted twice.
D. If bidding by proxy, a letter of attorney must be submitted.
E. A bidder or their agent cannot act as an agent for another bidder for the same project at the time of bidding.
F. To enter the bidding location, submit a copy of the competitive participation qualification confirmation application with a received stamp.
G. Submit a construction cost breakdown at the time of the first bid.
The format of the construction cost breakdown is free, but the construction cost (total amount excluding consumption tax) in the breakdown must match the bid amount of the first bid.
H. The construction cost breakdown is submitted as a reference document and does not create any rights or obligations in the bid or contract.
I. Bid bond is waived.
J. If there is only one bidder, bidding will not take place.
7. Invalid Bids, etc.:
Bids falling under any of the following will be invalidated.
A. Bids submitted by persons who do not have the qualifications listed in the announcement.
B. Bids submitted by persons who have made false statements in their confirmation application or qualification documents.
C. Bids submitted by persons who have not submitted a construction cost breakdown.
8. Method of Determining Successful Bidder:
A. The bidder who submitted the lowest bid within the limit of the estimated price will be examined for competitive participation qualification requirements, and if confirmed to meet those requirements, that bidder will be the successful bidder.
If two or more bidders submit the same lowest bid, the order will be determined by lottery, and the bidder with the highest rank will be examined for competitive participation qualification requirements.
B. The successful bidder will generally be determined within 2 days (excluding holidays) from the day after the bid date.
C. Those found not to meet the competitive participation qualification requirements during the examination may request an explanation from Tsuwano Town.
9. Contract and Payment Terms:
A. The contract deposit shall be an amount equal to 10/100 of the contract amount.
In this case, the deposit of a bank or other financial institution recognized as reliable by the contracting authority, or a guarantee company (a guarantee company as defined in Article 2, Paragraph 4 of the Act on Guarantee Business for Advance Payments of Public Works (Showa 27, Law No. 184)), may be substituted for the deposit of the contract guarantee.
If a performance guarantee bond from a public works performance guarantee company or a performance guarantee insurance contract is provided, the contract deposit will be waived.
B. The amount of advance payment, etc., shall be as follows, and the successful bidder shall choose either interim advance payment or partial payment at the time of contract signing (changes after contract signing are not permitted).
Advance Payment: Within 4/10 of the contract amount.
Interim Advance Payment: Within 2/10 of the contract amount.
Partial Payment: Within 2 times.
10. Other:
A. Bidders must read the announcement, design documents, and specifications carefully before participating in the bid.
B. A minimum restriction price will be set for this bid.
C. ① This project requires the resolution of the Tsuwano Town Assembly regarding contracts and the acquisition or disposal of property pursuant to the provisions of the "Tsuwano Town Ordinance on Contracts and Acquisition or Disposal of Property" (Heisei 17 Ordinance No. 52), and therefore, it will be a provisional contract pursuant to Article 24, Paragraph 1 of the "Tsuwano Town Contract Regulations" (Heisei 17 Regulations No. 37).
② This provisional contract will become a final contract upon approval by the Assembly.
D. This project is a "Workplace with Two Days Off Promotion Project" (ordering party designated method).
E. This project is subject to the "Act on Promotion of Recycling of Construction Materials" (Heisei 12, Law No. 104), and requires separate demolition and recycling of specific construction material waste, etc.
F. Other matters shall be as stipulated in the "Tsuwano Town General Competitive Bidding Implementation Guidelines for Construction Work, etc.".
