1. Procurement Details
(1) Procurement Subject and Quantity: Purchase of white kerosene for indoor heating for FY2026 (unit price contract) (Fukushima Branch)
(2) Specifications, etc.: As per the bid explanation and specifications.
(3) Delivery Deadline: As per specifications.
(4) Delivery Location: As per specifications.
(5) Amount to be stated in the bid proposal:
a. The bid amount shall be the total amount.
b. The bid amount shall be the amount equivalent to 100/110 of the estimated contract desired amount, regardless of whether the bidder is a taxable or tax-exempt business with respect to consumption tax and local consumption tax, or whether the transaction is taxable or non-taxable/exempt.
2. Eligibility for Participation in Bidding
(1) Not falling under the provisions of Article 70 of the Budget, Settlement of Accounts and Audit Act. Minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, fall under the special circumstances in the same article.
(2) Not falling under the provisions of Article 71 of the Budget, Settlement of Accounts and Audit Act.
(3) As of September 28, 2026, the bidder must be rated 'A', 'B', 'C', or 'D' in the 'Manufacturing of Goods' or 'Sales of Goods' category for 'Fuel' in the unified qualifications for general contractors with ministries and agencies for FY2025, 2026, and 2027 (hereinafter referred to as 'Unified Qualifications').
(4) As of September 28, 2026, the bidder must not be subject to a suspension of bidding by the Ministry of Health, Labour and Welfare or the Organization for Employment of the Elderly, Persons with Disabilities and Job Seekers.
(5) The bidder must not fall under the definition of a yakuza, yakuza member, quasi-yakuza member, yakuza-related company, sokaiya, social movement agitator, special intelligence violent group, or any other group or individual seeking economic gain through violence, intimidation, or fraudulent means, as defined in Article 2 of the 'Regulations on Response to Anti-Social Forces' set forth by the Organization for Employment of the Elderly, Persons with Disabilities and Job Seekers.
(6) As of September 28, 2026, the bidder must not have received any disposition from a supervisory authority within the past three months due to violations of the Labor Standards Act (Act No. 49 of 1947) and the Industrial Safety and Health Act (Act No. 57 of 1972), or other labor-related laws; must not be currently serving a sentence for a violation of the same laws (or be within the suspension period if suspended sentence); and must not be currently arrested, detained, referred to public prosecutors, or indicted for alleged violations of the same laws.
3. Distribution of Bid Explanation Documents, etc.
Bid explanation documents and specifications will be provided via email upon request from the date of this announcement until the bid submission deadline, in principle, as follows:
(1) The recipient address shall be fukushima-keiri@jeed.go.jp.
(2) The subject line shall be 'Request for Distribution of Bid Explanation Document for "Purchase of white kerosene for indoor heating for FY2026 (unit price contract) (Fukushima Branch)" [JEED8.0]'.
(3) The body of the email shall include the company name, contact person's name, and phone number.

Location: Room 223, 2nd Floor, Building 2, Fukushima Vocational Training Center, Independent Administrative Institution Organization for Employment of the Elderly, Persons with Disabilities and Job Seekers, 7-14 Mikka-machi, Fukushima City, Fukushima Prefecture.
6. Method of Selecting the Successful Bidder
The successful bidder shall be the one who submits the lowest valid bid within the limit of the estimated price prepared in accordance with Article 56 of the Financial Regulations of the Independent Administrative Institution Organization for Employment of the Elderly, Persons with Disabilities and Job Seekers. The contract price shall be the bid amount plus an amount equivalent to 10/100 of the bid amount. Fractions of less than one yen will be rounded down.

7. Other
(1) Language and Currency Used in Contract Procedures: Japanese and Japanese currency only.
(2) Bid Bond and Contract Deposit: Fully exempted.
(3) Invalid Bids: Bids submitted by persons not meeting the eligibility criteria for participation in bidding as stated in this announcement, or bids that violate the conditions of bidding, will be considered invalid.
(4) Contract Agreement: Required. Furthermore, provisions regarding contract termination and penalties in case of discovery of illegal acts such as bid rigging under the Antimonopoly Act will be included in the contract with the successful bidder.

Regarding contracts entered into by independent administrative agencies, the 'Basic Policy for Review of Operations and Business of Independent Administrative Agencies' (decided by the Cabinet on December 7, 2010) stipulates that when contracting with a corporation having a certain relationship with the independent administrative agency, efforts such as disclosing information on re-employment status with that corporation and transaction status with that corporation will be promoted.
