In accordance with decisions made by the Director General of the Development Administration Department, Ministry of Land, Infrastructure, Transport and Tourism, Hokkaido Development Bureau, if there are any changes to the articles of incorporation, officers, etc., a notification of change in the application for eligibility for participation in competition (4) shall be submitted from the day of submission of application documents to the day of bid opening, and no disqualification from bidding shall be imposed based on "Disqualification Measures for Bids Related to Contracts for Goods, etc. by the Hokkaido Development Bureau" (December 18, 2001, North Development Bureau Meeting No. 611) or the "Disqualification Measures for Bids Related to Construction Contracts, etc. by the Hokkaido Development Bureau" (April 1, 1985, North Development Bureau Construction No. 1).
(5) The applicant shall not be a person who is requested by the police authorities to be excluded from public works projects of the Ministry of Land, Infrastructure, Transport and Tourism, as their management is substantially controlled by a member of a violent group, or a person equivalent thereto, and such state continues.
(6) The applicant must have directly downloaded the public notice documents from the electronic procurement system or received the public notice documents from the contracting authority.
If it is difficult to use the electronic procurement system and a "Paper Bidding Participation Request" (Form 1) is submitted to the contracting authority (hereinafter referred to as the "Contracting Officer"), participation in paper bidding is possible. When submitting, submit it together with the application documents, etc. in Section 3.
Hereinafter, in this announcement, the parts describing paper bidding shall all be based on the premise of submitting a request for participation in paper bidding to the contracting authority.
(1) The applicant shall not be subject to the provisions of Article 70 and Article 71 of the Order on Budget, Settlement and Accounting (Imperial Ordinance No. 165 of 1947; hereinafter referred to as the "Order").
(2) The applicant shall have the qualification to participate in bids in the Hokkaido region as described in the attached table, in the "Qualifications for Participation in Bids (All Ministries and Agencies Unified)" of the Ministry of Land, Infrastructure, Transport and Tourism.
(3) The applicant shall not be a person for whom an application for commencement of rehabilitation proceedings has been filed under the Corporate Reorganization Act (Act No. 154 of 2002) or for whom an application for commencement of rehabilitation proceedings has been filed under the Civil Rehabilitation Act (Act No. 225 of 1999).

Applicants submitting application documents, etc. shall respond to requests for explanation or consultation from the contracting authority regarding the submitted documents until the bid date.
(1) If there are any questions regarding these public notice documents, they shall be submitted by email, and the content of the questions shall be written in the body of the email. The submission period, etc. is described in the attached table.
(2) The answers to the questions will be delivered via the procurement document download function of the electronic procurement system. For those who received the public notice documents by means other than the electronic procurement system, they will be delivered by other means.

(3) The result of the confirmation of eligibility for participation in competition will be notified through the electronic procurement system. For those participating in paper bidding, it will be notified in writing. The notification date is described in the attached table.
Copy of the eligibility review result notification letter in 2(2) For those applying for eligibility, a copy of the eligibility application form shall be attached. If a copy of the eligibility review result notification letter is not submitted by the time of bid opening, the bid submitted by such person shall be deemed invalid.

Bids falling under Article 6 of the "Hokkaido Development Bureau Competitive Contract Bidding Rules" shall be deemed invalid. Furthermore, bids falling under any of the following shall be generally deemed invalid, and disqualification measures based on "Disqualification Measures for Bids Related to Contracts for Goods, etc. by the Hokkaido Development Bureau" and postponement or cancellation of bid execution based on Article 5 of the "Hokkaido Development Bureau Competitive Contract Bidding Rules" may be taken.
If an invalid bid is made by the successful bidder, the award decision will be revoked.
Bids submitted by persons who have made false statements in their application documents, bids submitted by those who have not received the public notice documents, those who have obtained them from others, or those who have given them to other bidders.
In addition, if the seal is omitted on the bid form, write "Seal Omission" in red on the outer envelope, and write the name and contact information of the "Responsible Person" and "Person in Charge" in the margin of the bid form.

(4) If the first bid is unsuccessful, a re-bid will be conducted.
For bidders using the electronic procurement system, a re-bid notification will be sent approximately 30 minutes after the bid opening time, so please wait by your computer for a while. If the bid opening process takes time and exceeds the scheduled time, the contracting authority will contact you.
In the case of paper bidding (mail, etc.), if you are not present at the first bid opening, you will be deemed to have no intention of participating in the re-bid and will be considered to have withdrawn.
(5) Cancellation of bidding procedures, etc.
If it is determined that the bid cannot be conducted fairly, the bidder may be excluded from participating in the bid, or the bid execution may be postponed or canceled.
(6) Notes on bidding
Bid forms that do not fall under 5(4) will be treated as valid bid forms, and claims of invalidity due to errors in bid amounts or calculation mistakes cannot be made. Furthermore, if the bidder withdraws from the contract after the award decision, disqualification measures may be taken.

(2) If there are two or more bids at the same price that should be the successful bid, the successful bidder will be determined by electronic lottery.
The electronic procurement system implements an electronic lottery function to improve convenience for bidders. For electronic lotteries, a number from 000 to 999 set by the bidder is required. Therefore, businesses participating in electronic bidding must enter their electronic lottery number in the electronic procurement system, and businesses participating in paper bidding must write their electronic lottery number on the paper bidding participation request.
(1) Bidders shall thoroughly read the Hokkaido Development Bureau Competitive Contract Bidding Rules and the Electronic Procurement System Operation Standards.
(5) The number of bid executions shall be limited to two times in principle. If a successful bidder is not determined within the number of bid executions, the contract will not be converted to a discretionary contract based on the provisions of Article 99-2 of the Order on Budget, Settlement and Accounting in principle.
(1) The successful bidder will be determined by the lowest price bidding method.
The successful bidder will be the one who has submitted a valid bid at the lowest price within the limit of the estimated price prepared based on the provisions of Article 79 of the Order on Budget, Settlement and Accounting.
However, if it is determined that the successful bidder may not be able to perform the contract in accordance with its terms and conditions due to the bid price, or if it is determined to be extremely inappropriate to conclude a contract with that person due to the risk of disrupting the order of fair trade, the bidder who submitted the lowest bid among other bidders who submitted bids within the limit of the estimated price may be selected as the successful bidder.
