We will implement a general competitive bidding as follows for the purchase of harmful wild bird intrusion prevention fence (wire mesh fence) materials for the Reiwa 8 (2026) Wild Bird Damage Comprehensive Countermeasures Project.

Items for General Competitive Bidding (1) Project Name: Fuku-yu No. 1: Reiwa 8 (2026) Wild Bird Damage Comprehensive Countermeasures Project: Purchase of Harmful Wild Bird Intrusion Prevention Fence (Wire Mesh Fence) Materials (Part 1) (2) Summary: Procure materials necessary for installing wire mesh fences and deliver them to installation sites throughout the city.

(5) Project Details: As per the separately specified specifications (6) Contract Type: Goods Purchase Contract 2. Bid Participation Qualifications: The qualifications for participating in this contract shall be certified by this Council based on the competitive bidding application, provided that all of the following requirements are met.
(1) Must be registered in the "Wild Bird Intrusion Prevention Fence" category among those qualified to participate in Fukuchiyama City's designated competitive bidding, etc. for Reiwa 8 (2026), and have a business office in Fukuchiyama City or a neighboring municipality.
(2) Bidders falling under any of the following categories are not permitted to participate in the bidding:
a. Those who are delinquent in national or city taxes at the time of submitting the bid application form. b. Adults under guardianship or curatorship who have not had their rights restored. c. Persons falling under the provisions of Article 167-4 of the Local Autonomy Act (Showa 22, Cabinet Order No. 16). d. Persons currently subject to bid suspension measures as defined by the Fukuchiyama City Designated Competitive Bidding Participant Suspension Handling Criteria (Heisei 15, Fukuchiyama City Public Notice No. 137) or other suspension criteria set by national or other contract executing organizations. e. Persons currently subject to bid participation qualification suspension periods under the Fukuchiyama City Violent Group Exclusion Measures Criteria (Heisei 23, Fukuchiyama City Public Notice No. 126). f. Violent groups as defined in Article 2, Item 2 of the Act on Prevention of Unjust Acts by Violent Group Members, etc. (Heisei 3, Act No. 77), their members, and persons engaged in activities beneficial to violent groups. g. Persons whose business condition is significantly unsound. 3. 4. Bid Participation Application: Those wishing to participate in the bidding must apply as follows and undergo qualification confirmation.
(1) Application Period: From the date of posting until August 4, Reiwa 8 (2026) (Tuesday), from 9:00 AM to 5:00 PM. Excluding Saturdays, Sundays, and national holidays.

Receipt Form (Designated Form) *Form No. 3 (5) Bid Participation Qualification Status: a. Those confirmed as "Not Qualified" will be contacted by phone by 5:00 PM on August 5, Reiwa 8 (2026), and a written explanation will be sent later. b. Those confirmed as "Qualified" will be notified by fax or phone by 5:00 PM on August 5, Reiwa 8 (2026). A "Bid Participation Qualification Certificate" will be issued later.
5. Bidding Method, etc.: (1) Bidding will be conducted in accordance with the provisions of the Local Autonomy Act (Showa 22, Act No. 67), its Enforcement Order, and the Fukuchiyama City Financial Regulations (Showa 54, Fukuchiyama City Regulation No. 1).
(2) Only bids submitted in person are valid. If bidding by proxy, a letter of proxy must be submitted before the bid.
(3) The bid form shall be placed in an envelope, sealed with glue, and the seal shall be applied across the glued part of the envelope with the representative's seal (or proxy's seal if by proxy). The envelope shall be marked with "Bid Form Enclosed" and the project name, bid opening date, and bidder's trade name or company name. However, this does not apply if a re-bid is to be conducted immediately.
(4) Bidders cannot exchange, change, or cancel a submitted bid form.
(5) For the determination of the successful bid, the contract price will be the amount written on the bid form plus an amount equivalent to 10% of the taxable amount of consumption tax (rounded down to the nearest yen if there are fractions of one yen or less). Therefore, bidders must write the amount equivalent to 100/110 of their estimated contract desired amount on the bid form, regardless of whether they are a taxable or exempt business for consumption tax and local consumption tax.
6. Invalid Bids: Bids falling under any of the following categories shall be deemed invalid.
(1) Bids submitted by persons who have violated bidding qualifications or conditions. (2) Bids submitted by the same person (including cases where they bid as another proxy) for the same bid. (3) Bids with missing or unclear amounts, names, seals, or important characters, or bids with corrected amounts. (4) Bids submitted by methods other than in person. (5) Bids where the contract name, trade name, or company name is not written, is significantly incorrect, or the bid form is not sealed. (6) Bids submitted with bid forms where the intent is unclear due to typos or omissions. (7) Bids submitted by persons who have notified that they no longer meet the bidding conditions by the bid date. (8) Bids submitted based on false applications or notifications. (9) Bids recognized as having been made through collusion or other fraudulent acts. (10) Other bids that violate bidding conditions. 7. 8. Bid Security: Not required. 9. Documents Required for Bid Participation, etc.: (1) Bid Form (Form No. 5) Fill in the bid amount, date, and bidder, and submit it on the bid day according to Section 5, Item 3. The amount written on the bid form should be in accordance with Section 5, Item 5.
(2) Letter of Proxy (Form No. 6) If bidding by proxy, submit this on the bid day. In this case, the proxy's seal should be used to seal the bid form.
10. Bid Opening: (1) Date and Time: From 1:30 PM on August 19, Reiwa 8 (2026) (Wednesday) (2) Location: Bid Room, 1st Floor, Former Main Building, Fukuchiyama City Hall (3) The bid opening will be conducted in the presence of the bidder or their representative at the date, time, and location specified in Item 1 and the preceding item. (4) The number of bids shall be within 3 times. (5) If no bids are within the limit of the estimated price after the bid opening, a re-bid will be conducted immediately. (6) In the case of a re-bid, those who submitted invalid or disqualified bids in the previous round cannot participate. (7) If there are two or more bids with the same price within the limit of the estimated price, the successful bidder will be determined by drawing lots among those bidders immediately. (8) If there are no bidders or no successful bid, a discretionary contract may be concluded pursuant to Article 167-2, Paragraph 1, Item 8 of the Local Autonomy Act Enforcement Order.
11. Bid Postponement or Cancellation: (1) If the bidding is unsuccessful after multiple rounds, or if there are special circumstances that necessitate cancellation, the bidding will be canceled. (2) If it is recognized that participants in the bidding or related parties are colluding, conspiring, or engaging in other fraudulent activities, or attempting to do so. (3) If an accident or traffic obstruction occurs, or if it is deemed necessary due to fraudulent activities, or if other unavoidable circumstances arise, the bidding may be postponed or canceled.
(4) If the bidding is postponed or canceled pursuant to the preceding item, the participants shall be notified promptly. (5) The Council shall not be liable for any losses incurred by bidders or prospective bidders due to postponement or cancellation of the bidding.
12. Contract Security: Not required. 13. Costs Related to Bidding: Costs related to bidding shall be borne by the bidder, regardless of whether they are qualified to bid or the outcome of the bidding.
14. Requirement for Contract Creation: A contract document is required.

Specifications for Purchase of Harmful Wild Bird Intrusion Prevention Fence Materials 1. Contract Name: Fuku-yu No. 1: Reiwa 8 (2026) Wild Bird Damage Comprehensive Countermeasures Project: Purchase of Harmful Wild Bird Intrusion Prevention Fence (Wire Mesh Fence) Materials (Part 1) 2. Material Breakdown: As per the attached "Summary Table by Type and Area." 3. Material Delivery: (1) Delivery Deadline: October 9, Reiwa 8 (2026) (Friday) (2) Delivery Location: Throughout Fukuchiyama City (Areas in the "Summary Table by Type and Area") *Deliver to locations designated by the Council for each construction area. *Consider the location and road width to ensure efficient delivery to the designated locations. *Depending on the quantity of materials, multiple delivery dates and locations may be designated for one area. (3) Delivery Slip, etc.: The delivery slip shall be for each area in the "Summary Table by Type and Area," and a photograph confirming the contents of each material delivery must be submitted in writing.
4. Specifications are as follows: Wire mesh fence for deer and wild boar control, which is a single panel (not separable) in the vertical direction for rigidity and ease of installation, with a height of 2,000mm or more above ground. The welded wire mesh, posts, and gates shall have a service life of 14 years or more according to the Ordinance on Useful Life of Depreciable Assets, etc.
(1) Welded Wire Mesh (Lower 6 rows: 75mm x 150mm mesh or smaller, subsequent upper rows: 150mm x 150mm mesh or smaller) The welded wire mesh shall have sufficient strength and deformation characteristics against load and biting, be galvanized in accordance with JIS standards, and meet the following specifications to ensure sufficient stability against weather factors such as rain, snow, and sunlight.
a. The welded wire mesh shall be H = 2,000mm or more, W = 2,100mm or more (excluding left and right protrusions), with left and right protrusions of 10mm or less each, and a lower protrusion of 75mm or more. b. The wire used shall be φ5.0mm or more, and the material and strength of the wire shall be equivalent to or greater than SWMGH-3 specified in JIS G3547:2015 (Zinc-plated steel wire).
(2) Posts: For local construction as a general rule, separable posts that are easy to install shall be used, with the following specifications as standard. a. Cap posts shall be φ38.1 or more, t = 0.5mm or more, H = 2,000mm or more, using material with a tensile strength of 570N/mm2 or more. b. Drive-in posts shall be 25mm square or more, t = 1.6mm or more, H = 990mm or more. c. Cap posts and drive-in posts shall be galvanized for corrosion resistance. d. Caps shall be attached to the cap posts to prevent deformation of the top when driven in, to improve durability. e. If necessary, fittings shall be included to prevent deformation of the top of the drive-in posts when driven in.
(3) Measures to prevent digging and lifting: For measures to prevent digging and lifting, corner pipes shall be driven into the middle of the panel and fixed to the lowest or second lowest horizontal wire of the main panel using screw fittings.
a. Corner pipes shall be 25mm square or more, t = 1.6mm or more, H = 990mm or more. b. Screw fittings shall ensure stable tightening strength.
(4) Binding Wire: For binding posts and wire mesh, stainless steel binding wire of φ1.6 or more and L = 500mm or more shall be used.
(5) Gates: Gates shall be made on-site using panels and auxiliary materials of the same material and strength specifications as the above. Gate posts shall also be separable (insert type) for ease of installation, with the following specifications as standard. a. Gate welded wire mesh shall be the same as the welded wire mesh (single panel) with the material and strength specifications mentioned above. b. Cap posts shall be φ38.1 or more, t = 1.0mm or more, H = 2,000mm or more. c. Drive-in posts shall be φ34.0 or more, t = 1.6mm or more, H = 1,200mm or more. d. Cap posts and drive-in posts shall be galvanized for corrosion resistance. Note: Gates must have a frame, and for 4m double gates, two 2m single gates shall be installed side-by-side to function as a double gate. e. Fixing Method: Gates shall be fixed to the posts at three points using bearing fittings, and the gap between the gate and the ground shall be adjustable to an appropriate height. The bearing fittings shall have sufficient strength to withstand the smooth opening and closing of the gate. f. Other: The frame of the gate and the wire mesh shall be secured with stainless steel wire. If necessary, fittings shall be included to prevent deformation of the top of the drive-in posts when driven in.
