A general competitive tender will be held as follows for the procurement of materials for electric fences for pest animal infiltration prevention under the Reiwa 8 Comprehensive Measures Against Damage by Wild Birds and Animals Project.

Matters for General Competitive Tender (1) Subject: Fukuyu No. 2, Reiwa 8 Comprehensive Measures Against Damage by Wild Birds and Animals Project: Procurement of Materials for Electric Fences for Pest Animal Infiltration Prevention (Part 1) (2) Overview: Procure materials necessary for installing electric fences and deliver them to installation sites throughout Fukuchiyama City.

Tender Participation Qualifications: Tender participation qualifications for this contract shall be certified by this Council based on the competitive tender participation application, provided that all of the following requirements are met.
(1) Must be eligible for Fukuchiyama City designated competitive tenders, etc. in Reiwa 8, and have registered for "Wild Bird and Animal Infiltration Prevention Fences," and have a business office in Fukuchiyama City or a neighboring municipality.
(2) The following persons are not permitted to participate in the tender.
a. Persons who are in arrears with national or city taxes at the time of submitting the tender participation application form. b. Persons under legal guardianship or assistance who have not regained their rights. c. 4. Tender Participation Application: Those wishing to participate in the tender must apply as follows and have their tender participation qualifications confirmed.

5. Tender Method, etc.: (1) Tenders will be conducted in accordance with the provisions of the Local Autonomy Act (Reiwa 22 Law No. 67), its Enforcement Order, and the Fukuchiyama City Financial Regulations (Showa 54 Fukuchiyama City Regulations No. 1).
(2) Only tenders submitted in person are valid. If bidding by proxy, a letter of proxy must be submitted before the tender.
(3) The bid form must be placed in an envelope, sealed, and the seal of the representative (or proxy) must be affixed to the sealed part of the envelope. The envelope surface must be marked "Bid Enclosed" and include the subject, opening date, and the bidder's trade name or name. However, this does not apply if a re-tender is to be conducted immediately.
(4) Bidders cannot exchange, amend, or cancel their submitted bid form.
(5) When determining the successful bidder, the bid price will be the amount written on the bid form plus 10% of the taxable amount of consumption tax (rounded down to the nearest yen). 6. Invalid Tenders: Tenders falling under any of the following are invalid.

(2) Tenders submitted by the same person (including cases where they bid as a proxy for another) for one tender.
(3) Tenders with errors, omissions, or unclear amounts, names, seals, or important characters, or tenders with corrected amounts.
(4) Tenders submitted by methods other than in person.
(5) Tenders submitted without the contract name, trade name, or name, or with significant errors in the description, or without a seal.
(6) Tenders with unclear expressions due to typos or omissions.
(7) Tenders submitted by persons who have notified that they no longer meet the tender conditions by the tender date.
(8) Tenders submitted based on false applications or notifications.
(9) Tenders deemed to have been made through collusion or other fraudulent acts.
(10) Other tenders that violate the tender conditions. 7. 10. (8) If there are no bidders or no successful bidder, a discretionary contract may be concluded in accordance with the provisions of Article 167-2, Paragraph 1, Item 8 of the Local Autonomy Act Enforcement Order.
11. Postponement or Cancellation of Tender: (1) If the tender is unsuccessful after multiple rounds, or if there are special circumstances that make it impossible to proceed, the tender will be cancelled.
(2) When it is recognized that bidders or related parties are colluding, conspiring, or engaging in other fraudulent acts, or are attempting to do so.
(3) In the event of an accident, traffic blockage, or other unavoidable circumstances, or if deemed necessary due to fraudulent acts, the tender may be postponed or cancelled.
(4) If the tender is postponed or cancelled according to the preceding paragraph, the bidders shall be notified promptly.
(5) The Council shall not be liable for any losses incurred by bidders or prospective bidders due to postponement or cancellation of the tender.
12. Contract Security Deposit: Not required. 13. Bearing of Tender Expenses: Expenses related to the tender shall be borne by the tender participants, regardless of their eligibility or the tender results.

Material Breakdown: As per the attached "Summary Table by Type and District" 3. Product Delivery: (1) Delivery Deadline: Friday, October 9, Reiwa 8 (2) Delivery Location: Throughout Fukuchiyama City (Districts in the attached "Summary Table by Type and District") Deliver to the location designated by the Council for each installation district. To efficiently deliver to the designated locations, the route should consider the positional relationship of the locations. Depending on the quantity of materials, multiple delivery dates and locations may be specified for one district. 4. Specifications are as follows:
Electric fences for deer and wild boar control, with a service life of 8 years or more according to the Ordinance on Useful Life of Depreciable Assets, etc.
(1) Main Unit (maximum wire length 3,300m or more, output voltage 9,000V or more) a. Output interval should be between 1.0 and 1.5 seconds. b. Solar panel (10W or more) and functions for preventing overcharging and over-discharging. c. Compatible with batteries (12V) or alkaline batteries (12V). d. (4) Fence Wire (Cord): Fence wire shall be φ2.5mm or more x 500m wound on a bobbin, made of highly conductive metal, and designed to minimize the decrease in conductivity efficiency even during long-distance use.
(5) Entrance/Exit: Must be attachable to the posts described above.
(6) Other Materials: Include a voltage detector and a winding device as needed.
5. Payment Method: Payment will be made after project completion. However, payment will be made after subsidies are received from Kyoto Prefecture and Fukuchiyama City. (Reference) Payment Date for Reiwa 7 Project: May 19, Reiwa 8 Partial payments may be made depending on the timing of subsidy payments from Kyoto Prefecture or Fukuchiyama City.
6. Other: (1) The quantity may change due to local coordination, etc.
(2) Submit documents guaranteeing the quality of materials used in the components at the time of product delivery.
(3) As local self-construction is the principle, submit a construction manual detailing material breakdown, installation methods, construction procedures, usage, and precautions during construction. The contractor shall provide appropriate and sincere guidance if requested by the ordering party.
(4) Expenses necessary for material delivery to each district, such as transportation costs, securing workers for unloading, and their wages, shall be borne by the successful bidder. Since materials are delivered to each district specified in the attached "Summary Table by Type and District," the bidder must be familiar with the locations of districts within the city to efficiently deliver to the designated locations.
(5) Matters not stipulated in the contract documents and specifications shall be determined through separate consultation.
