Regarding Consumption Tax and Local Consumption Tax: When determining the successful bidder, the amount obtained by adding 10% of the amount written on the tender form to that amount (if there is a fraction of less than 1 yen, that fraction will be rounded down) will be the successful bid price. Therefore, bidders shall bid an amount equivalent to 100/110 of their estimated contract desired price, regardless of whether they are taxable or exempt from consumption tax and local consumption tax. 4. Other: (1) Bidders must comply with the "Kochi City Construction Work Competitive Bidding Rules (for Electronic Bidding)" (effective September 1, 2015) and the Kochi City Electronic Bidding Operation Standards (effective September 1, 2015). (2) If a bidder meets the criteria in Article 4, Item 6 of the Guidelines, their participation qualification will not be recognized. Furthermore, if a fact meeting the criteria is discovered after bid opening, the bid of the person meeting the criteria will be invalidated. Such bidders will not be allowed to participate in re-bidding. (3) If there are no bidders within the range of the estimated price and the minimum reserve price after bid opening, a re-bid will be held after the bid opening procedure for this work, in accordance with Article 13, Paragraph 3 of the Kochi City Electronic Bidding Operation Standards. If a re-bid is to be held, the bidders will be notified via the electronic bidding system (or by other appropriate means for paper bidders). (4) If the successful bidder candidate fails to submit the tender qualification requirements confirmation form by the deadline, or is found not to have the necessary qualifications, they will be disqualified. (5) The successful bidder must conclude the contract within 10 days from the date of notification of the successful bid decision. If electronic contracting is desired, submit the "Consent Form for Electronic Contract Use" via email after the successful bid decision. (6) If any of the following occurs before the contract conclusion date, the successful bid decision may be canceled or the contract may not be concluded. a. If the requirements of Article 4, Item 1, 2, 4, or 5 of the Guidelines are no longer met. b. If the bidder has been subject to a designation suspension or avoidance measure under the Kochi City Competitive Bidding Designation Suspension Measures Ordinance (established July 1, 1994) (hereinafter referred to as "this City's Designation Suspension Ordinance"). c. If the case falls under the scope of measures subject to this City's Designation Suspension Ordinance. d. If the bidder no longer meets the tender qualification requirements due to other reasons. (7) If any false statement is found in the submitted documents related to the bidding and contract for this work, the contract may be terminated. (8) The successful bidder must submit the pledge form (Appendix Form 1) from the "Submission of Pledge Regarding Compliance with the Antimonopoly Act" dated December 26, 2011, by the time of contract conclusion. Failure to do so will be considered a withdrawal from the contract, and the contract will not be concluded. (9) Other conditions are as specified in the Guidelines. 5.
