1. Procurement Details
(1) Procurement Item: Medical food for the second half of fiscal year 2026 (October to March)
(2) Specifications and Quantity: As per the attached tender breakdown.
(3) Delivery Period: October 1, 2026 – March 31, 2027
(4) Delivery Location: Nutrition Management Office, Okinawa National Hospital
(5) Bidding Method:
1. The successful bidder will be determined by the lowest price bidding method.
2. Bidders shall estimate the contract amount, including all expenses required for delivery, in addition to the price of the procured goods.
3. For the purpose of determining the successful bid, the bid price will be the amount indicated in the bid form plus 8% of that amount. Therefore, bidders shall state in their bid form an amount equivalent to 100/108 of the estimated contract amount, regardless of whether they are taxable or exempt from consumption tax.
4. Bidders may not exchange, amend, or cancel their submitted bids.
5. This will be a unit price contract in accordance with Article 80, Paragraph 1 of the Budget, Settlement, and Accounting Orders.
6. This tender will be conducted through the electronic procurement system. However, paper bids will be accepted for those for whom the electronic procurement system is difficult.
2. Eligibility for Participation in Competition
(1) Must not be subject to the provisions of Article 70 of the Budget, Settlement, and Accounting Orders.
Minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, fall under the special circumstances mentioned in the same article.
(2) Must not be subject to the provisions of Article 71 of the Budget, Settlement, and Accounting Orders.
(3) The following persons are not eligible to participate in the competition:
(a) Persons who have made false statements in their application for qualification or attached documents.
(b) Persons whose business status or creditworthiness has extremely deteriorated.
(4) Must not be within a period of suspension of bidding by the Ministry of Health, Labour and Welfare.
(5) Must have been classified as grade A, B, or C in the "Manufacturing of Goods" or "Sales of Goods (Other)" category for the Kyushu/Okinawa region in the Ministry of Health, Labour and Welfare's Bidding Qualifications for Fiscal Years 2025, 2026, and 2027 (Unified Qualifications for All Ministries).
(6) Must possess qualifications determined by the disbursing officer based on the provisions of Article 73 of the Budget, Settlement, and Accounting Orders.

4. Other Information
(1) Language and currency to be used in contract procedures: Japanese and Japanese Yen.
(2) Bid security and contract security: Exempt.
(3) Requirements for bidders:
Those wishing to participate in this open competition must submit documents proving their ability to perform the work specified in this announcement by the designated deadline. Bidders must respond to any requests for explanation regarding such documents from the disbursing officer.
Furthermore, in addition to the above supporting documents, bidders must submit a pledge stating that they are not affiliated with any organized crime group.
(4) Invalid bids:
Bids submitted by persons who do not meet the eligibility criteria specified in this announcement, bids from those who have not fulfilled the obligations required of bidders, and bids that violate the terms of the tender will be considered invalid. In addition, if a bidder fails to submit the pledge required in (3), makes a false pledge, or violates the pledge, their bid will be deemed invalid.
(5) Requirement for contract creation: Required.
(6) Method of selecting the successful bidder:
The successful bidder will be the bidder who submits a bid in accordance with the provisions of the tender documents, meets the eligibility criteria and the requirements of the specifications, is deemed capable of fulfilling the contract by the disbursing officer, and submits the lowest valid bid within the limit of the estimated price prepared in accordance with Article 79 of the Budget, Settlement, and Accounting Orders.
