1. Procurement Details
(1) Procurement Subject: Purchase of Polished Rice for the Second Half of Reiwa 8 (November to March of the following year)
(2) Specifications and Quantity: Estimated quantity 3,000 kg
(3) Performance Period: November 1, Reiwa 8 to March 31, Reiwa 9
(4) Place of Performance: Nutrition Management Office, National Sanatorium Okinawa Airaen
(5) Bidding Method
1. The successful bidder will be determined by the lowest price.
2. Bidders shall estimate the contract amount including all expenses required for delivery, in addition to the price of the procured goods.
3. When determining the successful bidder, the amount obtained by adding 8% of the amount stated in the bid form to the amount shall be the successful bid price. Therefore, bidders shall state in their bid form the amount equivalent to 100/108 of the estimated contract amount, regardless of whether they are taxable or tax-exempt businesses for consumption tax.
4. Bidders shall not be able to exchange, amend, or cancel their submitted bid forms.
5. This shall be a unit price contract in accordance with Article 80, Paragraph 1 of the Order for Execution of Budget, Settlement and Accounting.
2. Qualifications for Participation in Competition
(1) Not falling under the provisions of Article 70 of the Order for Execution of Budget, Settlement and Accounting.
Minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, shall be considered as falling under special circumstances in the same article.
(2) Not falling under the provisions of Article 71 of the Order for Execution of Budget, Settlement and Accounting.
(3) The following persons shall not participate in the competition.
(a) Persons who have made false statements in their qualification application or supporting documents.
(b) Persons whose management status or creditworthiness has extremely deteriorated.
(4) Not within the period of suspension of bidding by the Ministry of Health, Labour and Welfare.
(5) Must be rated as A, B, C, or D in "Manufacture of Goods" or "Sale of Goods (Other)" in the Kyushu-Okinawa region for the Reiwa 07, 08, 09 Ministry of Health, Labour and Welfare Competitive Bidding Qualifications (Unified Qualifications for All Ministries and Agencies).
(6) Must possess qualifications determined by the Authorized Officer for Disbursement based on the provisions of Article 73 of the Order for Execution of Budget, Settlement and Accounting.

(1) Language and Currency to be used in contract procedures: Japanese and Japanese currency

(3) Matters required of bidders:
Those who wish to participate in this general competition must submit the documents indicated in this notice by the specified deadline. Bidders must respond to any requests for explanation regarding the documents from the Authorized Officer for Disbursement by the day before the bid.
Furthermore, those who wish to participate in the bid must submit a pledge form (Form 8) stating that they do not fall under the category of organized crime groups, along with the supporting documents.
(4) Invalid Bids:
Bid forms submitted by persons who do not meet the competitive bidding qualifications indicated in this notice, bid forms submitted by those who have failed to fulfill the obligations required of bidders, and bid forms submitted by contractors who have violated the bidding conditions shall be deemed invalid. In addition, if a bidder fails to submit the pledge form specified in (3), makes a false pledge, or violates the pledge, their bid shall be deemed invalid.

(6) Determination of Successful Bidder:
The successful bidder shall be the bidder who is deemed capable of performing the work specified in this notice by the Authorized Officer for Disbursement, and who has submitted the lowest valid bid within the limit of the estimated price prepared in accordance with the provisions of Article 79 of the Order for Execution of Budget, Settlement and Accounting.
