Tender explanation documents will be distributed at the above distribution location, on the Hiroshima Labor Bureau website, and on the procurement portal site.
3. Eligibility to participate in the competition
(1) Not a person falling under the provisions of Article 70 of the Public Accounting Act. In addition, minors, persons under guardianship or assistance, who have obtained the necessary consent for concluding the contract, fall under the special circumstances in the same article.
(2) Not a person falling under the provisions of Article 71 of the Public Accounting Act.
(3) Must be rated A, B, or C in the "Services, etc." category by the Director of the Accounting Division, Minister's Secretariat, Ministry of Health, Labour and Welfare, in the FY2025-2027 Ministry of Health, Labour and Welfare Competitive Participation Qualification (All-Ministry Unified Qualification), and have qualification to participate in the Chugoku region.
(4) Not a person who has been suspended from bidding by the Ministry of Health, Labour and Welfare.
(5) A person who is recognized as not having submitted false information in the qualification examination application form and attached documents.
(6) A person who is not recognized as having extremely deteriorated financial status or creditworthiness.
(7) Other persons who meet the qualifications determined by the Authorized Officer for Expenditure based on the provisions of Article 73 of the Public Accounting Act.
4. Tender method, etc.
(1) Tender method
The tender amount shall be for the total amount.
In addition, for the determination of the successful bid, the amount obtained by adding 10% of the tender amount to the tender amount (if there is a fraction of less than 1 yen, that fraction shall be rounded down) shall be the successful bid price. Therefore, bidders shall state in their tender documents the amount equivalent to 100/110 of the estimated amount, regardless of whether they are taxable or exempt from consumption tax, etc.
(2) Use of electronic procurement system
This tender will be conducted using the electronic procurement system. However, paper tenders will be accepted for those who find it difficult to use the electronic procurement system.

Those who wish to participate in this public invitation must submit documents proving their ability to perform the work specified in this notice by the designated deadline. In addition, those who wish to participate in the tender must submit a pledge stating that they are not a violent group, etc., along with the above-mentioned proof documents.
(4) Invalid bids
Tender documents submitted by persons who do not meet the eligibility criteria for participation in this public invitation, persons who have not fulfilled the obligations required of bidders, and others who have violated the tender conditions shall be deemed invalid.
Furthermore, if a bidder participates in the tender without submitting the pledge in (3), or makes a false pledge, or violates the pledge, the tender document shall be deemed invalid.
(5) Requirement for contract creation
Required. In principle, electronic contracts will be used.
(6) Method of determining the successful bidder
Among the bidders who have submitted tender documents in accordance with the provisions of the tender explanation documents, the bidder who meets all the eligibility requirements and the specifications, is judged by the Authorized Officer for Expenditure to be able to perform the contract, and whose bid price is within the limit of the estimated price prepared based on the provisions of Article 79 of the Public Accounting Act, and who has submitted the lowest valid bid, shall be the successful bidder.
