Description

The primary objective of this assigment is to promote and disseminate best practices for crisis-preventive and inclusive management of transhumance in Chad, Cameroon, Nigeria, and Niger on a broad scale. The contractor will be responsible for the implementation of Output 3 of the GIZ's PETRA project, including the provision of two work packages. For Output Indicator 3.1, the goal is to produce two documents on best practices for inclusive and crisis-preventive transhumance management, coordinated with key stakeholders. The baseline for this indicator is zero, as good practices presented at international colloquia and conferences have not yet been systematically processed and discussed with key stakeholders. By February 2026, the target is to have two agreed-upon good practices documents available for dissemination. The output will consider two working levels, which will result in one good practice document each: (1) the local level with the target group including communities, local authorities, pastoralists, and practitioners working at/with communal entities, and (2) the regional level with the target group including province/state authorities, policy makers, and practitioners working at/with interest groups, legislative or transboundary institutions. The contractor is responsible for delivering the following work packages and achieving the corresponding milestones: Work Package 1: Dissemination of Good Practices in Crisis-Preventive Management of Transhumance The first step for the contractor is stakeholder engagement, to be completed in the first month. This involves contacting and differentiating the project's target groups at both local and regional levels. In the first two months, the contractor will assess existing project studies and information materials to identify needs and entry points for good practices. From months 2 to 9, the contractor will identify suitable good practice examples by conducting a series of workshops with diverse participants. These workshops will utilize techniques like focus group discussions and storytelling sessions to foster a shared understanding of challenges and opportunities. Following the workshops, the contractor will compile and draft the good practices from months 9 to 12. Two documents will be developed: a Handbook for Crisis-Preventive Transhumance Management and a Policy Paper with Governance Recommendations for Crisis-Preventive Transboundary Transhumance Management. A validation process will take place from months 12 to 14 to incorporate feedback from community representatives, experts, and relevant authorities. The final documents, incorporating this feedback, will be completed by month 15. After the good practice documents are finalised, the contractor shall develop a presentation and training strategy to disseminate the good practice documents and support their implementation. Work Package 2: Public Relations and Communication for the Project This package focuses on implementing the project's external communication strategy in close alignment with its logical framework and existing communication concept. The communication for the project pursues two overall objectives. First, the strategic communication activities will first support the achievement of the project objectives. To this end, it will be important to work directly with the project's target groups and consider both cognitive communication objectives (imparting knowledge, raising awareness, arousing interest, etc.) and conative communication objectives (triggering action) at both the regional as well as local level. The second objective is the targeted oriented and comprehensible communication of selected milestones, key activities, and results of the project to key stakeholders, decision-makers and the public. This will ensure the project's visibility and contribute to its strategic positioning within German development cooperation and beyond.
