Description

To fulfil the objective of this tender, there are four work packages (WP) that are structured according to the different instruments and tools that should be supported in the financial sector in Senegal. WP1 aims to support the regulatory and institutional framework on sustainable finance in Senegal. It involves reviewing the existing framework, analyzing national and regional legislation, and analysing the institutional landscape. It includes providing a report on the regulatory framework, elaborating recommendations and a roadmap, and presenting results to stakeholders. Additionally, it involves a report on the institutional analysis and recommendations to be presented. WP2 aims to improve the sustainable project selection and maturity in cooperation with the to be established Climate Finance Unit. It involves assessing existing structures for mapping sustainable projects, developing sustainability criteria, and providing strategic advice. It includes comparing current criteria with international standards, creating a concept note and matrix, discussing with stakeholders, offering capacity development, testing the criteria matrix on two projects and identify funding sources, and evaluating the relevance of the SOURCE platform. WP3 aims to provide member organizations of the Sustainable Finance Steering Committee (CoPil-FD) with tailored capacity and organisational development. It includes organizational advice, such as checking CoPil-FD's workplan, proposing procedural adaptations. A capacity needs assessment and market analysis among public stakeholders will be conducted, followed by a short report shared with GIZ and partners. At least two identified topics will be integrated into CoPil-FD's strategic action plan, with educational material prepared by consultants. Ad-hoc capacity building will be provided for government officials, focusing on deepening understanding of committee workplan topics. The package also involves checking membership status in relevant international networks and suggesting measures to support participation, as well as enhancing visibility by proposing a concept note for a high-level forum on sustainable finance. WP4 aims to support the implementation of five strategic activities from the CoPil-FD action plan. Due to time constraints, some pre-defined activities will start within the first 3 months of the contract. This work package includes deepening strategic advice and capacity development to translate strategic objectives into action for CoPil-FD members. Consultants will provide strategic advice, technical advisory services, and organisation of workshops. All activities are tailored to the needs and demands for the partners. All activities are to be conducted in close cooperation with the main implementing partners the financial institutions and the GIZ project team, as well as the political partner Ministry of Finance (MFB). An important criterion for the services to be provided is to cooperate with other service providers working on the implementation of the Senegalese green taxonomy.
