Summary of services to be provided: For the Restorative Peace module, services are being tendered with a particular focus on supporting and promoting civil society in the context of implementing restorative measures and fostering a culture of peace. The service provider is expected to contribute to strengthening civil society capacities in the implementation of restorative measures, search processes, and methods for peace culture and violence prevention, thereby significantly supporting the achievement of goals in all three fields of action – restorative measures, search for the disappeared, and promotion of a peace culture. Overall responsibility will remain with the GIZ team, but the service provider will significantly contribute to measurable progress in all three outputs. In this context, local grants are to be implemented in particular, and civil society organizations are to be advised directly. The service provider will contribute to the achievement of various indicators at the module and output level. These include, among others: - Number of persons receiving reparations through restorative measures, - Number of disappeared persons respectfully handed over to their families, - Number of long-term truth and remembrance initiatives involving women, LGBTIQ+ persons, and youth, - Number of persons sensitized to processes of compensation, reparations, and non-repetition. At the output level, the focus is on, among other things, the implementation of replicable restorative processes with a gender perspective, appropriate consideration of psychosocial aspects, process improvements in the search for the disappeared, new work plans within the National System for the Search for the Disappeared, institutional anchoring of peace-promoting instruments, and participation in violence prevention models. In this context, two work packages are to be implemented: Work Package 1: Civil Society Participation in Restorative Measures and Search Processes The service provider will support the implementation of restorative measures with a strong focus on civil society. While GIZ strengthens institutional cooperation with the Special Jurisdiction, the Agency for Reintegration and Normalization, the Victim Reparation Authority, and other peace-related actors, the service provider will focus on strengthening local organizations. This will be done through local grant mechanisms that ensure the participation of victims, perpetrators, and communities, taking into account their respective needs, interests, and capacities. The service provider will develop suitable methods for designing and implementing restorative processes in communities and will monitor their implementation. Furthermore, they will support search processes for the disappeared by strengthening women's search organizations and by providing necessary technical equipment, such as DNA analysis kits and other materials for body identification or data management. The goal is to increase the effectiveness and efficiency of search efforts. Work Package 2: Peace Culture and Psychosocial Support Here, the service provider will support the testing and implementation of educational approaches for peace culture and violence prevention. This includes proven approaches that are transferred to new regions and innovative pilot measures. While GIZ accompanies institutional anchoring in educational, cultural, and youth structures, the service provider will identify suitable methods, modules, and partner organizations and use local grant mechanisms for implementation. Active involvement of youth, marginalized groups, and vulnerable populations is essential. The service provider will also accompany the impact evaluation of the measures.
