This tender aims to identify a competent partner for the site who can economically and efficiently manage the catering operations through professional development of the gastronomic concept, taking into account the conceptual and gastronomic requirements. The goal is to meet the specific requirements of GIZ, particularly regarding sustainability, while strictly adhering to the given framework conditions, in order to provide optimal catering for employees and guests. From 01.04.2026, the staff restaurant will operate exclusively in the new building in Eschborn. The new staff restaurant in the new building in Eschborn has approximately 430 seats. The current restaurant and possibly the bistro in Building 1 will then be closed due to extensive construction measures. The exact schedule is not yet determined. After the completion of construction measures in Building 1, no reopening of this staff restaurant is planned. However, a bistro area or similar is being considered as an alternative for Building 1 or 5. Concrete and binding timelines for this cannot yet be provided. For lunch catering, three menu lines plus a self-service salad bar must be offered at the Eschborn site. These must be structured as follows: - 1x vegan/vegetarian line - 1x meat or fish dish line - 1x GIZ menu line (vegetarian) - Salad bar The menu lines plus salad bar will be served or produced in front cooking at four self-sufficient all-in-one theme counters. Their preliminary designations are currently: - Mediterranean Kitchen - BBQ & East Kitchen - Home Kitchen - Salad & Bowls The three menu lines must be fully offered at least from Monday to Thursday. On Fridays, the GIZ menu and at least one other menu line must always be offered. The future GIZ menu is characterized by the fact that the selling price of the plate dish is fixed regardless of its presentation and includes one of the following additional choice components: daily soup or side salad or dessert. The current selling price of the GIZ menu in Eschborn is EUR 6.50 and is intended to be harmonized with the selling price of the GIZ menu in Bonn in the future. Accordingly, a fixed selling price of EUR 6.60 plus a percentage increase in the benefit-in-kind value as of 01.01.2026 should be assumed at the start of the contract. The exact selling price in 2026 will be communicated to bidders during the procedure, so that this information can be taken into account in the bidders' calculations. The offer for breakfast and intermediate catering at the coffee bar is generally based on the requirements for lunch catering. Accordingly, variety, freshness, and responsible use of goods are also required here. Otherwise, the AG leaves the creative and independent concept design of the intermediate catering to the AN. The fully automatic coffee machines, vending machines, and deposit return machines will be provided by the AG. The AG will bear the costs for maintenance and repairs of the machines, while the AN is responsible for coordinating maintenance and repairs and reporting defects/malfunctions immediately to the AG. In connection with the acquisition of the new building in Eschborn, two tenders are currently being carried out regarding the machine equipment (fully automatic coffee machines/espresso machines and vending machines/deposit return machines), which will also include the equipment for the existing buildings. Accordingly, there may be minor qualitative changes regarding the expected number of devices (see also information in Chapter 4.). It is also not yet foreseeable whether the devices will be owned by the AG or if a rental/leasing option will apply.
