- 1 - Bid Announcement We will conduct a general competitive bidding as follows. Procurement Details (1) Procurement Items and Quantity: Purchase of Pollution Prevention Facility Filters, Part 2, Reiwa 8 (1 set) (Electronic Bidding Target Project) (Electronic Contract Target Project) (2) Specifications of Procurement Items, etc.: As per bidding document.
(3) Delivery Deadline: From the day after the contract award to September 30, Reiwa 8 (4) Delivery Location: Within the jurisdiction of the Chugoku Regional Development Bureau, Mihara River and National Highway Office, Ministry of Land, Infrastructure, Transport and Tourism (5) Bidding Method: As per bidding document.
(6) Use of Electronic Procurement System: This project is subject to the electronic procurement system for the submission of qualification confirmation applications (hereinafter referred to as "Application Form"), bidding, and contracting. However, if it is difficult to use the electronic procurement system, a written request for paper bidding participation and a written request for paper contracting may be submitted to use paper bidding and paper contracting.
2. Competition Participation Qualifications: (1) Must not fall under the provisions of Article 70 and Article 71 of the Order for the Settlement of Accounts of the Budget.
(2) Must be confirmed to have competition participation qualifications in the Chugoku region, graded A, B, C, or D in "Sales of Goods" for the Reiwa 7/8/9 general competitive (designate competitive) bidding qualification (unified qualification for all ministries and agencies) by the time of bid opening. The application period and location for the general competitive (designate competitive) bidding qualification (unified qualification for all ministries and agencies) are as stated in the "Public Notice on Qualifications for Competitive Bidders" (Official Gazette dated March 31, Reiwa 8).
- 2 - (3) Must not be a person for whom rehabilitation proceedings have been filed under the Company Rehabilitation Act or for whom reorganization proceedings have been filed under the Civil Rehabilitation Act (excluding those who have completed procedures under the notice 9 and other procedures under (2) above).
(4) Must not have been subject to a designation suspension by the Director of the Chugoku Regional Development Bureau during the period from the deadline for receiving the application form to the time of bid opening.
(5) Must not be a person who has been requested by the police authorities to be excluded from public works, etc. of the Ministry of Land, Infrastructure, Transport and Tourism as a person whose management is substantially controlled by a member of a violent group or equivalent, and such state continues.
(6) Must have proof of delivery experience for the procured goods (including equivalent items).
(7) Must have downloaded the bidding document from the electronic procurement system. Or, must have received the bidding document from the Deputy Expenditure Authorization Officer.

Notification date for confirmation of competition participation qualifications: Notification of whether competition participation qualification exists is scheduled for July 9, Reiwa 8. (5) Deadline for submitting bids via electronic procurement system and paper bidding: 5:00 PM, July 24, Reiwa 8 (6) Bid opening date and time: 10:00 AM, July 27, Reiwa 8. Location: Chugoku Regional Development Bureau, Mihara River and National Highway Office, Bidding Room - 3 - 4. Other: (1) Language and currency to be used in contract procedures: Japanese language and Japanese currency only.
(2) Bid bond and contract bond: Exempt (3) Matters required of bidders: a. Those wishing to participate via the electronic procurement system must submit bid document data (application form, etc.) to the URL indicated in 3 (1) above by the submission deadline indicated in 3 (4). b. Those wishing to participate via paper bidding must submit the necessary application forms, etc. to the location indicated in 3 (2) above by the submission deadline indicated in 3 (4). In both cases (a) and (b), if inquiries are made by the Deputy Expenditure Authorization Officer regarding the content of the application forms, etc. before the day prior to the bid opening, explanations must be provided. (4) Bid Target: Only bids for which competition participation qualification has been confirmed by the Deputy Expenditure Authorization Officer based on the application form will be considered for the bid award.
(5) Invalid Bids: Bids submitted by those who do not have the qualification to participate in the competition, and bids that violate the conditions of the bid, are invalid.
(6) Requirement for Contract Creation: Required. This project is subject to electronic exchange of documents related to contract procedures via the electronic procurement system. However, if it is difficult to use the electronic procurement system, paper contracting may be substituted with the consent of the client.
(7) Method of Determining Successful Bidder: The successful bidder will be the one who submitted the lowest valid bid within the range of the estimated price created based on Article 79 of the Order for the Settlement of Accounts of the Budget.
(8) Those who do not have the unified qualification for all ministries and agencies as listed in 2 (2) above may also submit an application form according to 4 (3) above, but must obtain certification of such qualification and have their competition participation qualification confirmed by the time of bid opening in order to participate in the competition.
(9) The client may request the submission of reference quotations before bid opening if deemed necessary.
