(7) Use of Electronic Procurement System: This project is subject to the electronic procurement system for the submission of the "Application for Confirmation of Competitive Participation Qualification" (hereinafter referred to as "Application"), bidding, and contracting. (3) Not currently undergoing reorganization proceedings under the Company Rehabilitation Act or rehabilitation proceedings under the Civil Rehabilitation Act (excluding those who have completed the procedures under the aforementioned notification (2)). (4) Not subject to suspension of nomination by the Director-General of the Chugoku Regional Development Bureau during the period from the deadline for receipt of applications to the bid opening. (5) Not a company whose management is substantially controlled by a gangster or equivalent, as requested for exclusion from public works projects by the Ministry of Land, Infrastructure, Transport and Tourism by the police authorities, and where such status continues. (6) Entities that can prove they have delivery experience for the procured item or equivalent similar items, or entities that have concluded an agency contract with the manufacturer and can provide a delivery commitment letter for the procured item. (3) Requirements for Bidders: (a) Those wishing to participate via the electronic procurement system must submit bid document data (application, etc.) to the URL indicated in 3(1) by the deadline specified in 3(4). (b) Those wishing to participate via paper bidding must submit the necessary application documents, etc., to the location indicated in 3(2) by the deadline specified in 3(4). (6) Requirement for Contract Creation: Required. This project is subject to electronic exchange of documents related to contract procedures via the electronic procurement system. If it is difficult to use the electronic procurement system, paper contracting may be substituted with the approval of the ordering party. (7) Method of Determining the Successful Bidder: The successful bidder will be the one who submits the lowest valid bid within the scope of the estimated price prepared in accordance with Article 79 of the Budget, Auditing and Accounting Order. (8) Even those who do not have the competitive participation qualifications (all ministries and agencies unified qualification) listed in 2(2) can submit an application in accordance with 4(3). However, to participate in the competition, they must obtain the said qualification and have their competitive participation qualification confirmed by the time of bid opening. (9) The ordering party may request the submission of reference quotations before the bid opening if deemed necessary. (10) Those participating in the bid via the electronic procurement system must obtain an electronic certificate.
