Qualifications required for bidders (1) Not falling under any of the items in Article 167-4, Paragraph 1 of the Local Autonomy Act Enforcement Order (1947, Order No. 16). In this case, "local government" in the same article shall be read as "Watarase Reservoir Area Cooperative Capture Council". (2) Must have general competitive bidding qualifications in any of the prefectures of Ibaraki, Tochigi, Gunma, or Saitama. (3) Must not be subject to bidding restrictions (suspension of designation) by Ibaraki, Tochigi, Gunma, or Saitama Prefectures from the date of application for bid participation to the date of bid opening. Scope of Application: These specifications define the necessary matters for the contractor (hereinafter referred to as "Party B") who undertakes the boar capture services commissioned by the Watarase Reservoir Area Cooperative Capture Council (hereinafter referred to as "Party A"). 2. Purpose: The Watarase Reservoir Area, spanning the borders of Tochigi, Gunma, Ibaraki, and Saitama Prefectures, is one of Japan's largest flood control reservoirs, covering approximately 3,300 hectares. In recent years, wild boars have invaded and increased in number, leading to incidents of them appearing in surrounding municipalities and causing agricultural damage. Therefore, traps will be used to capture wild boars with the aim of reducing their population. 3. Performance Location: (Attached 1) Tochigi Prefecture (Tochigi City, Oyama City, Nogi Town), Gunma Prefecture (Itakura Town), Ibaraki Prefecture (Koga City), Saitama Prefecture (Kazo City) 4. Performance Period: From the date of contract until March 31, 2027 5. Work Details: (1) Meetings: One meeting each at the initial, intermediate, and final stages. (2) Work Preparation: Prepare a work plan and submit it to Party A. Also, apply for necessary permits for the execution of the work. (3) Trap Capture: Capture will be carried out using box traps, snare traps, and net enclosure traps (Pig Brig assumed) within the scope of Attached 1, with at least one trap installed in each municipality. In addition to the 5 box traps already installed, 5 new box traps will be installed by Party A, and these 5 new box traps will be transported and installed from the storage location in 2000 Fujioka-cho, Fujioka, Tochigi City. Party B will use 200 snare traps. Party A will provide 1 net enclosure trap. An inspection will be conducted before installing box traps, snare traps, and net enclosure traps. The inspection will be conducted by two people. Box traps, snare traps, and net enclosure traps must be installed by late November. All traps will be deactivated (rendered inoperable) during the New Year holidays. During the reed burning in March, traps will be removed or deactivated considering the area affected by the burning. The number of days traps are active will be 110 days. For box traps and net enclosure traps, attractants will be placed and replaced approximately every three days. Traps installed at the end of the capture period do not need to be removed. When installing traps, 72 sub-units of the capture notification device (long-range wireless capture patrol system) provided by Party A will be used, and Party B's own capture notification device will also be installed, utilizing capture notification devices for all traps. An additional 40 sub-units will be available from Party A in December 2024, 20 in February 2025, and 50 from mid-March 2025. Party B will be responsible for the installation and operation of the capture notification devices. Installation of box traps, snare traps, and net enclosure traps will be carried out by the necessary personnel as appropriate, and patrols will be conducted by teams of two. Daily patrols will be conducted while traps are active, but patrols for box traps and snare traps for which the capture notification device has not been activated may be omitted. However, box traps or snare traps for which the capture notification device has not been activated must still be patrolled once every three days. Attractants for box traps will be provided by Party B. Party B may use attractants for snare traps at their own expense. The use of firearms (shotguns, rifles) for killing, including the final kill, is prohibited, but killing with air guns and immobilization with tranquilizer guns are permitted. However, for safety reasons, subcontracting the final kill with air guns and immobilization with tranquilizer guns is prohibited. Captured individuals will be transported to a cleaning facility designated by Party A. If disposal costs are incurred at the cleaning facility, they will be adjusted based on the actual results. Furthermore, captured individuals can be temporarily stored in two 690-liter freezers installed by Party A in Nogi Town until transport to the cleaning facility. Individuals captured in Oyama City and Nogi Town between March 1, 2025, and March 31, 2025, weighing over 10 kg will be temporarily stored in freezers provided by Party A, and Party A will request a designated contractor to collect them based on the number captured. Wild animals other than wild boars (excluding Japanese deer, raccoon dogs, and sika deer) will generally be released. Japanese deer, raccoon dogs, and sika deer will be killed after obtaining prior capture permits. (4) Safety Management: After receiving the order, Party B shall promptly create and submit a safety management plan to Party A, in accordance with the "Example of Safety Management Plan for Implementation of Harmful Wildlife Capture Projects in National Forests" (Appendix Form 1) as stipulated in "Requirements for Business Operators, Pricing Standards, and Common Specifications for the Implementation of Harmful Wildlife Capture Projects in National Forests" (April 16, 2019, No. 30 Lin Guo Jing No. 130 (last revised December 24, 2020, No. 2 Lin Guo Jing No. 112). Party B shall thoroughly grasp the conditions of the capture area, and take all necessary measures to ensure the safety of capture personnel and prevent harm to third parties, by communicating with relevant organizations, complying with relevant laws and regulations, and ensuring thorough safety management. (5) Swine Fever (CSF) Prevention Measures: Party B shall implement swine fever (CSF) prevention measures in accordance with Attached 2. (6) Performance Report: Upon completion of the work, Party B shall submit the following documents, etc., to Party A. The capture zones indicated in each form shall be divided into four parts of the standard regional mesh second-level mesh, and the zone numbers shall be as shown in the map of wildlife protection areas, etc. of Tochigi Prefecture. ① Record of Captured Individuals: Wild Boar: Form 1-1, Japanese Deer: Form 1-2, Other than Wild Boar/Deer: Form 1-3 ② Trap Installation Calendar (Form 2) ③ Work Daily Report (Form 3) ④ Tail of Captured Individuals (Japanese Deer only): Preserve each tail in a zip-lock bag and organize it so that it can be matched with the individual number on the Record of Captured Individuals. Store refrigerated or frozen. ⑤ Photographs of Captured Individuals: (a) Write the individual number and capture date on the right flank of the captured individual with spray, etc., and take a photograph with a display board indicating the same information. (b) The individual number shall be the individual number on the Record of Captured Individuals. (c) Photograph of the teeth of each individual (reasonably clear). ⑥ Record of body length, hind leg length, weight, and age class of captured individuals (form is optional). ⑦ Other documents deemed necessary by Party A. (7) Report Preparation: Summarize the capture results of this work and consider measures to improve capture efficiency in subsequent years. Consult thoroughly with the contracting authority when preparing the report. 6. Deliverables: (1) Investigation Report: 5 copies (simply bound) (2) Electronic Files: 5 sets (original report files, shape files of trap and capture locations, capture result Excel data, etc.) 4 7. Other: If it is determined that continued capture is difficult due to site conditions, etc., the work may be suspended upon consultation between Party A and Party B.
