2. Mandatory requirements for composition and raw materials
• Milk fat only. Any milk fat substitutes are prohibited.
• Raw material – pasteurized cow's milk cream.
• Absence of stabilizers, emulsifiers, colorants, flavorings.
• Confirmation of absence of vegetable fats by gas chromatography.
3. Enhanced physical and chemical indicators
• Fat content – 82.5% ±0.3%.
• Moisture content – not more than 16.0%.
• Plasma acidity – not more than 23°T (enhanced requirement).
• Peroxide value – within the DSTU standard at the time of delivery.
• Absence of phytosterols.
• Melting point of milk fat – corresponds to natural milk fat.
4. Enhanced microbiological indicators
• TPC – not more than 1×10³ CFU/g (stricter requirement for medical facility).
• Coliforms – not allowed.
• Salmonella spp. – not allowed in 25 g.
• Listeria monocytogenes – not allowed in 25 g.
• Staphylococcus aureus – not allowed.
5. Laboratory control
• Test report from an accredited laboratory (ISO/IEC 17025) not older than 60 days.
• Separate report on the absence of non-milk fats.
• Microbiology report for each batch or selectively upon customer request.
• The customer has the right to conduct independent laboratory control at the Supplier's expense.
6. Production safety system
• Mandatory implementation of HACCP.
• Presence of valid ISO 22000 or FSSC 22000 certification (or equivalent).
• Full batch traceability system (date, shift, production line).
• Provision of documents on veterinary control of raw materials.
7. Logistics and cold chain
• Transportation at a temperature of 0…+4°C.
• Availability of a temperature logger with a report upon delivery.
• Remaining shelf life – not less than 85%.
• Delivery no later than 48 hours from the moment of the order.
• Replacement of goods within 24 hours in case of non-compliance.
8. Additional facility requirements
• Butter should not show signs of re-freezing/thawing.
• Packaging integrity without deformation.
• Package size - 200 g.
• Delivery of goods produced according to TU with lower indicators than DSTU is prohibited.
Before signing the contract, the following documents must be provided;
• Test report from an accredited laboratory (ISO/IEC 17025) not older than 60 days.
• Separate report on the absence of non-milk fats.
Requirements for the procurement item:
1. The quality of the product must comply with the requirements of DSTU 4399:2005, which must be confirmed by certificates and other documents in accordance with current legislation.
2. When delivering the goods, copies of supporting documents are provided for each batch of goods.
3. If the Customer discovers packaging defects, expired goods, or anything else that may affect the quality characteristics of the goods, the Supplier must replace the goods in the assortment and quantity specified in the Customer's order.
Delivery terms: Delivery of goods according to the Customer's orders until December 31, 2026. When transporting the procurement item, the Participant must comply with the transportation conditions in accordance with the Rules for the Transportation of Goods by Road in Ukraine.
Delivery time: delivery of the procurement item is carried out by the Participant in small batches from the moment of receiving an order from the Customer.

Delivery of goods by the supplier's transport, loading and unloading operations - at the supplier's expense.
The procurement procedure participant undertakes to deliver goods under the procurement item by order of the Customer in small batches from 8:30 AM to 10:00 AM, for which a guarantee letter is provided.
Quality and safety: the procurement item must comply with the requirements of current state standards in Ukraine in terms of organoleptic, physical, chemical and microbiological indicators. The procurement item must not contain GMOs.
Each batch of the procurement item must be accompanied by documents (invoices, bills, documents certifying the quality, safety and origin of the products).
The price of the goods must be determined taking into account taxes and fees payable or to be paid, transportation costs, loading and unloading operations and packaging, and other expenses defined by law.
If any of the documents cannot be provided due to its invalidity or change of form, name, etc., the participant provides another equivalent document or a written explanation.
