1. Procurement Details:

(2) Purchase Title and Planned Quantity: Contract for Purchase of Non-glutinous Rice for Correctional Facilities in the Jurisdiction for Reiwa 8 Fiscal Year, 3rd Quarter (Planned Quantity: 87,990 kg)

(6) Tender Method: The bid amount shall be the total amount (excluding tax) obtained by multiplying the unit price excluding tax, including transportation costs, by the planned quantity, as indicated in the tender form. For the successful bid determination, the successful bid price for non-glutinous rice will be the amount stated in the tender form plus 8% of that amount (rounded down to the nearest yen if there is a fraction of less than one yen). For transportation costs, it will be the amount stated in the tender form plus 10% of that amount (rounded down to the nearest yen if there is a fraction of less than one yen). Therefore, bidders, whether they are taxable or tax-exempt business operators for consumption tax and local consumption tax, shall state the amount equivalent to 100/108 of the estimated contract amount for non-glutinous rice, and the amount equivalent to 100/110 of the estimated contract amount for transportation costs, etc., in the tender form.
2. Qualifications for Participation in Tender:
(1) Not to fall under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, persons under conservatorship or persons under assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reason within the said clause.
(2) Not to fall under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
(3) Must be graded C or higher in "Sale of Goods" in the Reiwa 7, 8, and 9 Ministry of Justice Competitive Tender Qualifications (unified for all ministries and agencies).
(4) Must have received the tender explanation document.
