(6) Estimated Price: ¥7,601,000 (including consumption tax and local consumption tax). (7) Minimum Reserve Price: Not set. (8) Bidding Method: Postal bid. (9) Number of Bids: 1. (10) Bid Security: Exempt. Bid security is exempted in accordance with the provisions of Article 4, Paragraph 1, Proviso of the Shimokitayama Village Contract Regulations (1997, Village Regulations No. 3). However, if the successful bidder fails to conclude the contract, they shall pay damages equivalent to 5% of the bid amount (excluding consumption tax and local consumption tax). (11) Method of Determining Successful Bidder: The successful bidder will be determined after the successful bidder candidate is selected from those who submitted the lowest bid within the limit of the estimated price, and after confirming that they meet the tender participation qualification requirements stipulated in Article 9. (12) Payment Terms: Within 30 days from the date of payment request after acceptance of delivery inspection. Advance payment and interim advance payment are claimable. (13) Diet Resolution: Not required. Article 2. Qualifications required for tender participants: Only those who meet all of the following conditions and have submitted the Conditional General Competitive Tender Participation Application Form (Separate Form 1) stipulated in Article 4 shall be eligible to participate in this tender, among those registered in the Reiwa 8/9 Shimokitayama Village Tender Participant Register (Surveying and Construction Consultants, etc.) under the qualification category "Survey Work (General Survey)" and "Civil Engineering Construction Consultant Work (Road or Steel Structures and Concrete)". (1) As of the bid announcement date, the following qualification requirements must be met in their entirety. ① Must have a head office or an office with agency authority in Nara Prefecture. ② Must be a registered surveyor under Article 55-5, Paragraph 1 of the Survey Act (1949, Act No. 188) and have experience after registration. ③ Must be registered as a construction consultant in the "Road or Steel Structures and Concrete Department" in accordance with Article 2 of the Construction Consultant Registration Regulations (1977, Ministry of Construction Notification No. 717). (2) During the performance period of this work, the following technical personnel (hereinafter referred to as "assigned personnel") must be able to be assigned. Note that the personnel in a) and b) cannot concurrently hold both roles. a) Management Engineer 1) Must meet one of the following criteria: ① A person with the qualification of Professional Engineer [Comprehensive Technical Management Department] (Construction Department, Specialization: Road or Steel Structures and Concrete). ② A person with the qualification of Professional Engineer [Construction Department] (Specialization: Road or Steel Structures and Concrete). ③ A person with the qualification of RCCM [Road or Steel Structures and Concrete Department]. 2) Must have a direct employment relationship with the bidder for at least 3 months prior to the submission date of the tender participation application for this work. (Representative is acceptable). b) Review Engineer 1) Must meet one of the following criteria: ① A person with the qualification of Professional Engineer [Comprehensive Technical Management Department] (Construction Department, Specialization: Road or Steel Structures and Concrete). ② A person with the qualification of Professional Engineer [Construction Department] (Specialization: Road or Steel Structures and Concrete). ③ A person with the qualification of RCCM [Road or Steel Structures and Concrete Department]. 2) Must have a direct employment relationship with the bidder for at least 3 months prior to the submission date of the tender participation statement for this work. (Representative is acceptable). (3) Must not fall under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order. (4) Must not be subject to tender participation suspension measures by Nara Prefecture or Shimokitayama Village as of the submission date of the tender participation statement and until the bid opening date. (5) Must not have filed for bankruptcy proceedings under Article 18 of the Bankruptcy Act (2004, Act No. 75), nor have such proceedings filed against them. (6) Must not have filed for commencement of rehabilitation proceedings under Article 17 of the Corporate Reorganization Act (2002, Act No. 154) (including the filing for commencement of rehabilitation proceedings under Article 30 of the former Corporate Reorganization Act (1952, Act No. 172) pertaining to rehabilitation cases that are still subject to the former provisions pursuant to Article 2 of the Supplementary Provisions of the same Act), nor have such proceedings filed against them. However, those who have received a decision to commence rehabilitation proceedings under the same Act shall be deemed not to have filed for commencement of rehabilitation proceedings or had such proceedings filed against them. (7) Must not have filed for commencement of conciliation proceedings under Article 12, Paragraph 1 of the Conciliation Act (1922, Act No. 72), which was repealed prior to the enforcement of the Civil Rehabilitation Act (1999, Act No. 225) pursuant to Article 2 of the Supplementary Provisions of the Civil Rehabilitation Act. (8) Must not have filed for commencement of rehabilitation proceedings under Article 21 of the Civil Rehabilitation Act (1999, Act No. 225), nor have such proceedings filed against them. However, those who have received a decision to commence rehabilitation proceedings under the same Act and have had their rehabilitation plan approved shall be deemed not to have filed for commencement of rehabilitation proceedings or had such proceedings filed against them. Submission of Tender Participation Qualifications (1) Those who wish to participate in the competitive tender for this work must submit the Conditional General Competitive Tender Participation Application Form (Separate Form 1) determined by the Village Mayor to the Village Mayor as follows, and have their tender participation qualifications confirmed. Bidding Methods, etc. (1) Bidders cannot alter, exchange, or withdraw their submitted bid. (2) Bid amounts shall be in units of one thousand yen and written in Arabic numerals. (3) If bidding by proxy, a letter of proxy must be submitted at the same time as the bid. (4) Bids can be withdrawn at any time before the bid opening. If you wish to withdraw from bidding midway, please follow the procedure below to submit a withdrawal notice. Note that bidders who withdraw from bidding through this procedure will not be subject to any disadvantageous treatment in subsequent bids. ① Submit a withdrawal notice or a bid stating your intention to withdraw, either in person or by registered mail, by the date and time specified in Article 5(2). (5) The number of bid executions will be one. If there is no bid that results in a successful bidder, the bid will be deemed unsuccessful and the bidding will be closed. Article 7. Matters concerning bid amount breakdown (1) The bid amount breakdown must be clearly stated in the prescribed form, with the "location," "company name or name," "business number," "business name," and "business location" written on it, and enclosed with the bid. (2) If there are any errors, omissions, or missing entries, the handling will be in accordance with the "Disqualification and Invalidity Criteria for Bids." Failure to attach it will result in disqualification. (3) The bid amount breakdown does not create contractual rights or obligations, but bids falling under the following cases a) to e) will be disqualified, so please prepare it without errors. ① Failure to submit the construction cost breakdown. ② Discrepancy between the bid amount stated in the bid and the amount stated in the "Consignment Price" column of the bid amount breakdown. ③ Incorrect subtotals and totals in the bid amount breakdown. ④ Failure to state the amounts for each item shown in the bid amount breakdown. ⑤ Other discrepancies in the content. Article 8. Invalid Bids (1) Bids falling under any of the following categories shall be invalid. ① Bids lacking a signature or seal (including those that are unclear and difficult to confirm). ② Bids where essential characters are misspelled or omitted, making it impossible to confirm necessary information. ③ Bids submitted by a person who has submitted two or more bids for the same item. ④ Bids not made according to the bidding method specified by the bid executor. ⑤ Bids with corrected bid amounts or bids that are deemed illegible. ⑥ Bids where corrections have been made to matters other than the bid amount, and the correction is not accompanied by a seal (correction seal). ⑦ Bids for which bid security has not been paid, or bids where the amount of bid security is less than 5% of the bid amount. However, if the contract is terminated in accordance with the provisions of Article 25 of the same regulations, damages equivalent to 10% of the contract amount (including consumption tax and local consumption tax) shall be paid.
