Regarding the "Fiscal Year 2026 Municipal Road Nanko No. 41 Road Improvement Work," a restricted open competitive tender (comprehensive evaluation method) will be conducted in accordance with Article 8 of the "Kunitachi City Restricted Open Competitive Tender Implementation Guidelines" (Kunitachi City Kunrei (Ko) No. 4, March 1997. hereinafter referred to as "Guidelines").

This work is subject to the comprehensive evaluation method (special simplified type), where the successful bidder is determined by comprehensively evaluating factors other than price along with price.

For those with a head office, branch office, etc., in Kunitachi City and an agent with the authority to conclude contracts at that branch office, etc., the most recent comprehensive evaluation score (P score) for "General Civil Engineering" or "Paving" must be 550 points or more.
Must have experience as the prime contractor in road improvement, construction, or repair work (hereinafter referred to as "road work") with a contract value of 35 million yen or more per case with the government (including independent administrative agencies, etc.) or local governments (including public corporations, etc.) (hereinafter referred to as "public institutions, etc.") within the past 7 years from the announcement date, and have faithfully fulfilled all such contracts (the completion date of the work, not the contract signing date, must be within the past 7 years from the announcement date).
For those with a head office, branch office, etc., in Kunitachi City and an agent with the authority to conclude contracts at that branch office, etc., must have experience as the prime contractor in road work with a contract value of 10 million yen or more per case with public institutions, etc., within the past 7 years from the announcement date, and have faithfully fulfilled all such contracts (the completion date of the work, not the contract signing date, must be within the past 7 years from the announcement date).
Must be able to assign an engineer to the work site who has experience as a site supervisor or engineer in similar work (road work) as the prime contractor for public institutions, etc., in accordance with the Construction Industry Act.
Must not fall under the provisions of Article 167-4, Paragraph 1 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947) regarding persons who cannot participate in open competitive tenders, nor under Paragraph 2 of the same article regarding persons who can be excluded from open competitive tenders.
Must not be subject to bid exclusion measures based on the "Kunitachi City Guidelines for Exclusion of Violence Groups, etc., from Contracts" (Kunitachi City Kunrei No. 12, February 2014) at the time of applying for bid qualification review for this work.
Must not be subject to bid suspension measures based on the "Kunitachi City Guidelines for Bid Suspension Measures for Qualified Bidders in Competitive Tenders" (Kunitachi City Kunrei (Ko) No. 37, September 1995) at the time of applying for bid qualification review for this work.
Must not be a person who has filed for commencement of rehabilitation proceedings under Article 17 of the Corporate Reorganization Act (Law No. 154 of 2002) or commencement of rehabilitation proceedings under Article 21 of the Civil Rehabilitation Act (Law No. 225 of 1999).

Matters Concerning the Comprehensive Evaluation Method: Method of Determining the Successful Bidder: Bidders will participate in the tender with "Price" as well as "Technical Capability" and "Social Contribution." Among those who submit valid bids, the bidder with the highest evaluation score will be the successful bidder. If there are two or more bidders with the highest evaluation score, the successful bidder will be determined by lottery.
