1. Procurement Details

(6) Bidding Method: The successful bid price will be the amount indicated on the bid form plus 10% of that amount (if there are fractions of less than one yen, such fractions below the third decimal place shall be discarded). Therefore, bidders shall state in their bid form an amount equivalent to 100/110 of their estimated contract amount, regardless of whether they are subject to or exempt from consumption tax and local consumption tax.
2. Eligibility for Participation in Bidding
(1) Must not fall under the provisions of Article 70 of the Cabinet Order concerning Budget, Settlement and Accounting. Minors, persons under guardianship or assistance who have obtained the necessary consent for concluding the contract may fall under cases with special reasons in the said article.
(2) Must not fall under the provisions of Article 71 of the Cabinet Order concerning Budget, Settlement and Accounting.
(3) Must be rated Grade A or B in "Sale of Products" in the "Ministry of Justice Qualification for Participation in Tenders (Single Qualification for Every Ministry and Agency)" for fiscal years 2025, 2026, and 2027.
(4) Must meet other qualifications specified by the disbursing officer in accordance with Article 73 of the Cabinet Order concerning Budget, Settlement and Accounting.

(1) Language and Currency to be used in the contract procedures: Japanese language and currency of Japan.
(2) Bid Bond and Contract Deposit: Exemption from payment.
(3) Matters required of bidders: Those who wish to participate in this bid must submit the documents specified in the bid explanation document by the deadline. Furthermore, they must respond to any requests for explanation regarding such documents from the disbursing officer by the day before the bid opening.
(4) Invalid Bids: Bids submitted by persons who do not meet the eligibility requirements for participation in bidding as stated in this notice, and bids that violate the conditions related to bidding shall be deemed invalid.
(5) Requirement for Contract Creation: Required.
(6) Method of determining the successful bidder: The successful bidder will be the one who submits the lowest valid bid within the limits of the estimated price prepared in accordance with the provisions of Article 79 of the Cabinet Order concerning Budget, Settlement and Accounting.

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall: ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ②Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③Have Grade A or B "Sale of products" in terms of the qualification for participating in tenders laid down by the Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal year of 2025, 2026 and 2027. ④Meet the requirements qualification which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order concerning the Budget, Auditing and Accounting.
