(6) Bidding Method Bids shall state the unit price per liter for each item listed in 1 (2) above. For the purpose of determining the successful bid, the bid price shall be the amount stated in the bid form plus 10 percent of that amount. Therefore, bidders shall state in their bid form an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt business operators for consumption tax and local consumption tax.
2. Qualifications for Participation in Bidding
(1) Not falling under the provisions of Article 70 of the Cabinet Order concerning Budget, Audit and Accounting. Minors, persons under guardianship or assistance who have obtained the necessary consent for concluding the contract may fall under special reasons in the said article.
(2) Not falling under the provisions of Article 71 of the Cabinet Order concerning Budget, Audit and Accounting.
(3) Those who have been graded C or higher in the "Sale of Goods" category of the FY2025, 2026, 2027 Ministry of Justice Qualification for Participation in Tenders (Unified Qualification for All Ministries and Agencies).
