Competition Participation Qualifications (1) Not a person falling under the provisions of Article 70 and 71 of the Budget, Settlement and Accounting Order (Showa 22, Imperial Ordinance No. 165; hereinafter referred to as the "Order"). Minors, persons under guardianship or assistance, who have obtained the necessary consent for contract execution, are considered to fall under special circumstances in Article 70 of the Order. (2) Must be a person designated based on the provisions of Article 6, Paragraph 5, Item 1 of the Law on Management and Operation of National Forest Lands (Showa 26, Act No. 246). (3) Must be registered in grade A, B, C, or D in "Survey/Research" under "Provision of Services, etc." of the Reiwa 07/08/09 (2025/2026/2027) Ministry of Agriculture, Forestry and Fisheries Competitive Participation Qualifications (All-Ministry Unified Qualifications) and have participation qualifications in the Hokkaido region. (4) Must have a head office, branch office, or business office located in Hokkaido. (2) When determining the successful bid amount, the amount obtained by adding the consumption tax equivalent to the amount written on the bid form (if there is a fraction of less than one yen, that fraction will be rounded down) will be the successful bid price. Therefore, bidders must write the amount excluding the consumption tax equivalent in the bid form, regardless of whether they are a taxable business operator or a tax-exempt business operator for consumption tax. 4. Regarding the above consignment project, the contracting party, Acting Authorized Officer for Disbursement, Nemuro Eastern Forest Management Office Director, Hiroyuki Hayashi (hereinafter referred to as "Party A"), and the contractor (hereinafter referred to as "Party B") shall conclude a consignment contract based on this contract document and the Harvest Survey Consignment Contract Terms posted on the Hokkaido Regional Forest Office website (as of the announcement date of this survey) and shall perform it faithfully in good faith. In witness whereof, two copies of this document are prepared, and each party shall retain one copy after signing and sealing.
