Bid Name: FY2026 Disaster No. 3252 Municipal Road Yatago 163 Line and 7 Other Lines Disaster Restoration Construction (1) Grading, Registration (Location) Category 2. Bidding Participation Qualification Requirements Must meet either of the following conditions.
2. As of the date of announcement, the applicant must have a construction business license for pavement works, with the main office located within Ishikawa Prefecture, and a grading category of "A" for pavement works.
(2) Annual Average Completed Construction Value: In the management performance review immediately preceding October 1, 2025, the annual average completed construction value for pavement works must be 55 million yen or more.
(3) Track Record Requirement: Must have completed pavement works as the prime contractor from April 1, 2016, to the date of this announcement.
(4) Assigned Technician [Regarding Site Manager] [Regarding Chief Technician or Supervising Technician] A chief technician or supervising technician who meets all of the following requirements must be assigned to this construction.
* However, if the contract amount for this construction is 45 million yen or more (90 million yen or more for architectural works), a person with an employment relationship of 3 months or more must be assigned exclusively.
(* Can be concurrently assigned as the site manager for this construction) 2. The requirements for a chief technician or supervising technician for pavement works must be met as of the bid participation application deadline.
3. For the planned technician for this construction, if it falls under "Appropriate Assignment of Chief (Supervising) Technician and Site Manager," they may be concurrently assigned as the chief technician for other construction projects, including this one.
All of the following conditions must be met.
1. From the day after the bid participation application deadline to the bid date, the applicant must not be in a period of suspension of designation based on the Nanao City Guidelines on Suspension of Designation for Bidders.
2. From the date of announcement to the date of award decision, the applicant must not fall under the provisions of Article 167-4 of the Local Autonomy Act.
3. The applicant must not have a capital or personnel relationship with other bidders participating in this bid.

From the date of announcement to the date of award decision, the applicant must not be a person for whom an application for commencement of rehabilitation proceedings has been filed under the Corporate Rehabilitation Act (Act No. 154 of 2002) or an application for commencement of rehabilitation proceedings has been filed under the Civil Rehabilitation Act (Act No. 225 of 1999).
5. As of the bid participation application deadline, there must be no arrears in Nanao City taxes.

Officers (including those who are not registered or notified as officers but are practically involved in management) must not be persons recognized as members of a violent group or persons related to violent groups (meaning members of a violent group and those who cooperate with or are involved with a violent group, etc.) as defined in Article 2, Item 6 of the Act on Prevention of Unjust Acts by Members of Violent Groups (Act No. 77 of 1991).
7. The applicant must be a party that has concluded a snow removal service contract with Nanao City in FY2025, or a party that has concluded a snow removal service contract for national/prefectural roads within Nanao City in FY2025, or pledges to conclude a snow removal service contract with Nanao City in FY2026.
(Pledge can be submitted simultaneously with the bid participation application. Resubmission is not required for those who have already submitted.) Concurrent assignment of site managers is permitted for this construction.
* If the requirements of "Appropriate Assignment of Chief (Supervising) Technician and Site Manager" are met, the site manager for other construction projects may be assigned as the site manager for this construction.
(5) Common Items 1. There must be a direct and continuous employment relationship prior to the bid participation application date.
* Achievements as a member of a joint venture are limited to those with a capital ratio of 20% or more.
