The contracting officer shall not allow persons who do not have the capacity to conclude the contract, and bankrupt persons who have not been reinstated, to participate in general competitive bidding and designated competitive bidding (hereinafter referred to as "competitive bidding") stipulated in Article 23 and Article 24 of the Financial Regulations, respectively, except in special circumstances.

(a) As a corporation, to have undertaken at least 2 language training projects for multiple participants totaling 50 hours or more within 5 years from the announcement date.
(b) To be able to secure an appropriate number of instructors for the business.
(c) To submit the proposal documents in section 5 below to JF by 5:00 PM on September 4, Reiwa 8, and to have the content recognized by JF as having no deficiencies or omissions.
(7) To meet all other requirements specified in the bid explanation document and specifications.
3. Method of Distribution of Bid Explanation Document/Specifications and Reception of Questions (1) Distribution Method: For those who wish to receive them, they will be delivered via email with the file attached.

6. Bidding and Bid Opening (1) Date and Time: Friday, September 25, Reiwa 8, 2:00 PM.
