Subject: Reiwa 8 Urasoe Municipal Elementary and Junior High Schools Server Room Security Camera Purchase and Installation Specifications2. Purpose: By installing security cameras, we aim to deter inappropriate entry into server rooms and, in the event of an incident, contribute to the swift investigation of its cause, thereby ensuring an environment where children and students can learn with peace of mind.
3. Delivery and Installation Location: Server rooms of 16 Urasoe Municipal Elementary and Junior High Schools4. Delivery Deadline: September 30, Reiwa 8 (Wednesday)5. For details on equipment specifications and quantities, please refer to Attachment 1 "Equipment Specifications" and Attachment 2 "Installation Locations".6. Scope of Application: The scope of this specification includes the installation, setup, operational verification, creation and attachment of display boards, operational explanation, and various adjustments of the entire set of procured equipment.
7. Doubts: For matters not stipulated in these specifications or in case of doubt, the matter shall be decided through consultation between the contracting entity and the contractor.
8. Damages and Non-conformance Liability: If the contractor causes damage to the contracting entity due to reasons attributable to the contractor during the performance of the work, the contractor shall restore the original condition by the deadline specified by the contracting entity or compensate for the full amount of the damage at the contractor's expense.
Furthermore, if defects due to negligence or other causes are discovered after completion, the contractor shall be responsible for correction and other necessary work at the contractor's expense.
9. Subcontracting: The contractor shall not subcontract the entire work to a third party.
However, subcontracting of a part of the work to a third party may be permitted with the prior approval of the contracting entity.
10. Installation of Display Boards: At the location where security cameras are installed, a clearly visible position near the camera installation site shall have statements such as "Security Camera Operating 24 Hours" and "Installer: Urasoe City Board of Education" displayed.
11. Cost Burden: (1) Materials, equipment, and procedures necessary for installation and inspection: All costs associated with the installation of security cameras shall be borne by the contractor.
(2) Even if not explicitly stated in these specifications, all costs that are naturally necessary for the installation of security cameras shall be borne by the contractor.
12. Security Camera Installation Work: (1) For details of the installation location, installation method, etc., sufficient consultation and coordination shall be carried out in advance with the contracting entity, the school, and other relevant organizations.
(2) After the security camera installation, the angle adjustment shall be carried out in the presence of the contracting entity.
(3) When installing security cameras, etc., they shall be installed firmly with durable materials to prevent the risk of falling.
(4) Necessary wiring, such as LAN cables, shall be performed, and the wiring route shall be protected with moldings or other means as necessary.
LAN cables and materials necessary for wiring shall be included in all incidental expenses.
(5) Upon completion of installation, the contractor shall remove waste materials and packaging and clean the site.
13. Recording Data Storage and Viewing PC Settings and Security: (1) Video data captured by security cameras shall be transferred and stored in real-time to a secure cloud server via the internet, and shall be continuously recorded and stored.
(2) The cloud server shall not use general-purpose online storage (Google Drive, OneDrive, etc.) but shall use a dedicated cloud recording service provided and managed in conjunction with the security cameras.
(3) All data transfer from security cameras to the cloud server and communication from the cloud server to each terminal such as PCs shall be encrypted.
Furthermore, security measures shall be implemented to prevent leakage, tampering, and unauthorized access to data stored on the cloud server.
(4) Security cameras and cloud recording services shall be products provided by a manufacturer that has obtained ISO/IEC 27017 (Information Security for Cloud Services) certification.
(5) Settings shall be made so that live video and recorded video for the past 14 days can be viewed from the contracting entity's existing PCs via a browser or dedicated software.
(6) Accounts for equipment and cloud services shall be set with a complex password specified by the contracting entity, changed from the initial password.
(7) The usage period for the cloud service shall be 18 months (from October 1, Reiwa 8 to March 31, Reiwa 10), and this shall be included in the cost of this procurement.
14. User Education and Training: The contractor shall provide instruction on basic and advanced operations of the equipment to persons designated by the contracting entity at the start of system use or as necessary.
15. Product Warranty: (1) The delivered equipment shall be covered by a manufacturer's warranty (2 years or more).
3(2) If equipment malfunctions (failures) occur during the warranty period, the contractor shall promptly dispatch a technician and restore the equipment to normal operation in accordance with the instructions of the contracting entity (including the school).
(3) If restoration requires time, a replacement unit shall be provided.
(4) Technical support for setting changes during the standard warranty period shall be provided free of charge.
(5) When providing estimates for paid repairs, no charges shall be incurred for diagnostics.
(6) In the event of a failure during the warranty period or regarding operation, if requested by the contracting entity (including the school), the manufacturer's staff or a manufacturer-certified technician shall be promptly dispatched to provide on-site support.
Costs incurred for on-site support shall be borne by the contractor.
16. Deliverables: Upon completion of delivery, the following documents shall be submitted.
① Final report (including photographs of the security camera's captured images (color), exterior photos, and installation diagrams)② Delivery and inspection certificate③ Equipment installation photos (all server rooms to be delivered)④ Equipment operation manual⑤ Set of warranty certificates⑥ Other documents requested by the contracting entity17. Confidentiality Obligation: The contractor shall not disclose or divulge any business secrets of the contracting entity learned during the performance of this work to any third party, nor use them for any purpose other than this work.
This shall also apply after the completion or expiration of this work.
18. Personal Information Protection: (1) The contractor shall recognize that images of the contracting entity's employees, etc., captured by the cameras during the performance of this work (angle adjustment and operational verification) constitute personal information, and shall handle such information in compliance with the Personal Information Protection Law and related regulations.
(2) The contractor shall not take out video data or screenshots taken for adjustment purposes to the outside without the permission of the contracting entity, nor publish them as their own construction achievements.
Data that is no longer necessary for business operations shall be completely erased promptly after delivery is completed.
(3) The contractor or individuals performing setup work, etc., shall have Privacy Mark certification or ISO/IEC 27001 certification related to personal information protection.
19. Other: (1) The procured items shall not be used.
(2) When carrying out this project, the contractor shall inspect the environment of the delivery location in advance as necessary, and plan and execute the work so as to minimize interference with the contracting entity's operations.
(3) Regarding the construction schedule and progress, sufficient coordination shall be made with the school principal in advance, paying attention not to interfere with classes or school events.
(4) If installation at the designated location becomes difficult due to technical problems or other reasons, the installation location shall be changed at the instruction of the contracting entity.
No change in price shall be made due to the change in installation location.
4(5) Any defects discovered during the installation work shall be reported to the contracting entity promptly as they occur.
(6) Minor changes during installation work shall not be subject to specification changes.
