Common Specifications for Contract for Replacement of Water Meters Due to Expiry of Calibration Based on the Measurement Act (Purpose) Article 1 This contract work is to replace water meters (hereinafter referred to as "meters") installed by the Shibata City Waterworks Bureau (hereinafter referred to as "the Bureau") whose calibration validity period has expired. In addition, if there are any defects or functional degradations in the water stop valves and other water supply pipe accessories connected to the meter, necessary maintenance such as replacement or new installation of such accessories shall be performed. (Designation of Contractor) Article 2 The contractor shall be registered in the list of designated water supply equipment installers in Shibata City, have its head office within the city, and have at least one of each of the following persons with a direct employment relationship: (A) Water supply equipment installation chief engineer and (B) Water supply equipment installation piping technician (including chief pipe fitter). ((A) and (B) must not overlap.) (Responsibilities) Article 3 The contractor shall perform this contract work faithfully and completely in accordance with the Shibata City Contract Terms and Conditions, these specifications, and the instructions of the Bureau's staff (hereinafter referred to as "staff"). If any doubt arises regarding these specifications, the contractor shall follow the instructions of the staff. Furthermore, matters not explicitly stated in these specifications but deemed technically necessary shall be performed at the contractor's discretion and responsibility. (Prohibition of Subcontracting) Article 4 The contractor shall not subcontract all or part of this contract work to another company. (Contract Period) Article 5 The contract period for this contract work shall be as follows, and the location and number of replacement items for the contract work shall be as specified in the special specifications. Period Contract Period 5th Period From the contract date to Reiwa 8 (2026) September 24 (Changes to Special Specifications) Article 6 The meters to be replaced shall generally be those in use (currently connected). Therefore, the meters to be replaced may change slightly due to the notification of water usage start or stop after the contract is concluded. If there are any changes in the specifications of the meters to be replaced, the contractor shall consult separately with the staff. The formula for changing the contract amount shall be as follows: [Revised Design Amount (excluding tax) x Original Contract Amount (excluding tax) / Original Design Amount (excluding tax)] x 1.10 = Revised Contract Amount (including tax) However, if there is a fraction of less than 1,000 yen in the calculation result within the brackets [], it shall be rounded down. (Supply of Water Meters) Article 7 New (modified) replacement meters will be handed over by the Bureau to the contractor on the date designated by the staff before the replacement period for each period, in the number of meters scheduled for replacement. (Materials Used) Article 8 All materials (excluding meters) used for meter replacement work and water stop valve and other water supply pipe accessory maintenance work shall be provided by the contractor, and shall be those designated by the Bureau. The contractor shall also provide small tags for attaching to the replaced meters. (Notification to Customers, etc.) Article 9 When replacing meters, customers whose meters are to be replaced shall be notified in advance by distributing flyers such as "Notice of Regular Water Meter Replacement (Free) (Appendix 1)". If the customer is present at the time of replacement, the work shall be carried out only after obtaining the customer's consent, and after completion, the customer shall be asked for confirmation and the "Notice of Water Meter Replacement Completion (Right side of Appendix 2)" shall be distributed. If the customer is absent, only the "Notice of Water Meter Replacement Completion (Right side of Appendix 2)" shall be distributed after completion. When replacing meters for commercial use such as stores, the contractor shall consult with the customer in advance regarding the construction date and time, and take care not to cause any disruption to business operations. (Precautions During Replacement Work) Article 10 The contractor shall perform the work reliably in accordance with the following items. (1) When replacing meters in locations where meters are concentrated, such as apartments, be careful to avoid incorrect installation or errors in recording on the replacement slip. (2) Since meters are precision instruments, handle them with great care during transportation, loading, unloading, removal, installation, and water flow, and be cautious to avoid impact and water hammer. (3) If foreign matter such as dirt or sand enters the water supply pipe during meter installation, it may obstruct the flow of water or cause malfunctions of the meter and water supply equipment, or water quality contamination. Therefore, clean the meter box and thoroughly flush the water supply pipe before and after construction. (4) To ensure that the meter is installed horizontally without tilting, level the ground with good quality sand, etc., and install it horizontally. (5) When installing the meter, pay attention to the inflow direction arrow (→) indicated on the top and side of the meter to ensure correct installation and avoid reverse installation. (6) When installing the meter, be particularly careful to prevent water leakage due to twisted packing or improper tightening of the meter union. (7) When installing the meter and opening for water flow, if water is suddenly introduced, the meter mechanism may be damaged due to sudden water pressure. Therefore, be especially careful in areas with high water pressure and try to gradually open the water faucet and other devices while allowing water to flow. (8) After the meter is installed, adjust the position of the meter box and take measures to prevent rainwater from entering. (9) Do not leave removed old packing or caps at the site; be sure to take them back and dispose of them. (10) When performing this work, pay sufficient attention to the condition of the water supply equipment (especially piping), and promptly report any suspected water theft or cross-connections to the staff. (11) If there is a problem, such as difficulty in replacing the meter instructed for replacement, promptly contact the staff and follow their instructions. (12) If the meter to be replaced is closed, ensure that it remains closed after replacement. (13) When performing this work, all workers must wear the armbands provided by the Bureau. (Response to Complaints After Replacement Completion) Article 11 After the replacement is completed, if the customer complains or inquires about water leakage, cloudy water, poor water flow, etc., the contractor shall respond promptly and sincerely and reliably repair the defective part. (Documents to be Submitted After Completion of Replacement Work) Article 12 The contractor shall complete the replacement work within the contract period and submit the following documents. (1) Completion Report of Contract Work (2) Water Meter Replacement Request Slip (Left side of Appendix 2) (3) Removed Meters (Cleaned, boxed, and with "Water Meter Replacement Completion Slip (Middle of Appendix 2)" attached.) (4) CD-R or DVD-R containing photographic data of the new and removed meters placed side by side. *Take photos of all items, ensuring the meter numbers and readings are visible for each pair. The file format shall be JPG, and the file name shall be the meter number before replacement. (5) Other (as instructed by the staff.) * (2) and (3) should be sorted and submitted in order of serial number.
(Compensation) Article 13 If a malfunction occurs in the water supply equipment due to faulty construction within six months after completion, or if damage is caused to the customer's business, etc., the cost shall be borne by the contractor. (Other) Article 14 Data containing personal information such as meter installation locations lent for the implementation of this work must be returned to the staff promptly after the completion of the work. *A performance evaluation of this contract will be conducted after the contract ends. *Submitted bid forms and breakdowns may be disclosed based on the Shibata City Information Disclosure Ordinance.
