(3) "Prime contractor construction experience" refers to construction projects ordered by the national government, local governments, or public corporations (excluding local governments) listed in Table 1 of Article 1 of the Corporation Tax Act, for which the completion inspection has been completed on or after April 1, Heisei 23 (2011).
If "Private construction allowed" is indicated, prime contractor construction experience refers to projects for which the completion inspection has been completed on or after April 1, Heisei 23 (2011).
(4) When construction experience of assigned technicians is required, the provisions of (3) shall apply mutatis mutandis.
Experience as an assistant supervising technician for the entire duration will be recognized as construction experience of the assigned technician.
(5) Even if a construction project is not subject to a permit under Article 15 of the Construction Industry Act (specific construction permit), a specific construction permit may be required depending on the amount of subcontracted work.
In this case, a supervising technician must be assigned in place of a chief technician in accordance with Article 26 of the Construction Industry Act.
(6) When using construction experience as a member of a specific construction joint venture, it is limited to cases with an investment ratio of 20% or more.
In this case, the "contract amount, scale, and other bid participation qualifications (numerical values, etc.)" will be considered as construction experience by multiplying the overall scale by the investment ratio.
(7) When construction performance evaluation points are required, the target will be the construction performance evaluation points based on the "Onomichi City Waterworks and Sewerage Bureau Construction Performance Evaluation Guidelines" for similar construction projects for which the completion inspection was conducted in the year specified in the announcement (hereinafter referred to as "evaluation points"). 2. Bidding Method, etc.: (1) Bidders shall submit bids using the electronic bidding system.

(2) Those who submit written bids under (1) shall prepare a bid form with a 3-digit lottery number (if no lottery number is written, "001" shall be written) and submit it in an envelope containing the following information, sealed, within the specified bidding period.
A. Name or company name of the bidder.
B. Indication that the bid form is enclosed.
C. Name of the construction work, etc., and the bid opening date.
(3) Bids by telegram or mail are not permitted.
(4) Bids will be invalidated in the following cases:
A. When a person who does not have the necessary qualifications to participate in the bid as specified in the announcement has submitted a bid.
B. When a bid is submitted in violation of the bidding precautions.
C. When a bid is submitted by someone who has not received the design documents.
