OPEN COMPETITION TENDER ANNOUNCEMENT We hereby announce the following open competition tender in accordance with the provisions of Article 167-6, Paragraph 1 of the Local Autonomy Act (Order No. 16 of 1947; hereinafter referred to as "the Ordinance"). Tender Date and Location (1) Tender Date: August 18, Reiwa 8 (2026) (Tue), 10:00 AM. Qualifications Required for Bidders, etc.: (1) Not a person falling under the provisions of Article 167-4, Paragraph 1 of the Ordinance. (2) Not a person who has been subject to a suspension of business or closure of office by law related to the business or operation pertaining to the contract. (3) Not a person who has been subject to a suspension of bidding based on the Morioka City Criteria for Suspension of Bidding Participants (Mayor's Decision on September 16, Reiwa 3 (2021)). (4) Not a person with a certain capital or personnel relationship with other tender participants. However, participation in the same tender is not permitted for cooperative associations of small and medium-sized enterprises as defined in Article 3 of the Small and Medium-sized Enterprise Cooperative Association Act (Act No. 181 of 1949) and their member associations or members. (5) Not a person with outstanding city taxes. (6) Not a person with outstanding water charges and sewage usage fees. (7) Must be a person qualified for "Water Quality Inspection - Survey/Inspection/Measurement" in the Reiwa 7 & 8 (2025 & 2026) Morioka City Water and Sewerage Bureau Goods Purchase Competitive Tender Qualifications, and must have their head office within the city. 4. Tender Participation Application: Those wishing to participate in the tender must apply for participation as follows. (1) Tender Participation Application Documents and Number of Copies: Tender Participation Qualification Confirmation Application - 1 copy. *The date entered should be the date of submission. Bid Bond: Exempt if falling under Article 105, Item 1 or Item 2 of the Morioka City Financial Regulations. 7. Bidding Method: (1) Bid forms must be submitted in person at the date and time specified in 2(1) and at the location specified in 2(2). Bids by mail are not permitted. (2) When bidding by an agent, a power of attorney with the signature and seal of the principal (person with contract authority) and the name of the agent and the seal to be used must be submitted. 8. Number of Bids: Up to 3 times. However, if no successful bidder is found, the contract will be transitioned to a discretionary contract based on the provisions of Article 21-13, Paragraph 1, Item 8 of the Local Public Enterprise Act. 9. Amount to be Stated in Bid Form: The bid form shall be prepared as a lump sum total amount in accordance with Article 13 of the Morioka City Competitive Tender Participant's Handbook. The decision will also be a lump sum total amount. For bid determination, the amount obtained by adding 10% of the amount stated in the bid form to that amount (if there is a fraction of less than 1 yen, it shall be rounded down) will be the successful bid price. Therefore, bidders shall state in their bid form an amount equivalent to 100/110 of the estimated contract desired amount, regardless of whether they are taxable or tax-exempt businesses with respect to consumption tax and local consumption tax. 10. Method of Determining the Successful Bidder: The bidder who submits the lowest bid price at or below the estimated price will be determined as the successful bidder. 11. Requirement for Contract Creation: Required. A service contract will be used. 12. Invalid Bids: Bids falling under any of the following will be deemed invalid. (1) Bids submitted by persons who do not meet the qualifications for participation in competitive bidding as listed in 3. (2) Bids submitted by persons who have made false statements in the tender participation qualification documents listed in 5. (3) Other bids that violate the bidding conditions. 13. Other: (1) Site explanations will not be conducted. (2) Submitted documents, etc., will not be returned. (3) The cost of preparing submitted documents, etc., shall be borne by the applicant. (4) Persons who have made false statements in the documents listed in 5 may be subject to suspension of bidding. (2) Sample analysis must be performed promptly by the contractor's own inspection laboratory. (3) Upon completion of the analysis, the contractor shall promptly prepare a report on the results and submit it to the ordering party, attaching a measurement certificate issued by an environmental measurer. (4) If the analysis results show values exceeding environmental standards or guideline values, the contractor shall promptly report to the ordering party. (Survey Method) Article 5 (1) Number of Water Quality Surveys: Conduct one survey for each connection point. (2) Water Quality Survey Date: Conducted in October. The water quality survey should be conducted on a day when the cumulative rainfall from 48 hours before the start of the survey to the start time is 10 mm or less, and no rain is expected during the survey. (3) Water Quality Survey Method: 1) Sample Collection: Collect samples for 24 hours at the final manhole (sampling every 2 hours). The samples will be mixed according to the flow rate ratio. The contractor shall calculate the sampling volume for each hour based on the flow rate ratio at each connection point and report it to the ordering party in advance via the work consignment consultation form. Flow rate data used as the basis for the flow rate ratio will be provided by the ordering party to the contractor after the contract is concluded. 2) Analysis Method: Water quality analysis shall be conducted using the methods specified in the Ordinance on Methods for Testing the Quality of Sewage (1962 Ministry of Health and Welfare, Ministry of Construction Ordinance No. 1). 3) Items to be Analyzed: The items to be analyzed are listed in Attachment 2. (Testing Method) Article 6: In accordance with the "Ordinance on Methods for Testing the Quality of Sewage" (1962 Ministry of Health and Welfare/Ministry of Construction Ordinance No. 1). (Documents to be Submitted) Article 7: During the performance period, the contractor shall prepare the following documents and submit them to the ordering party. The submitted documents shall conform to the formats specified in the "Notice Regarding Formats for Various Submitted Documents Based on Morioka City Municipal Construction Contract" (Notice from the Director of Finance dated March 1, Reiwa 19 (2007)). However, for items not specified in the Director of Finance's notice, the instructed format shall be used. (1) Site Manager Notification (2) Work Consignment Consultation Form (can be omitted if not required) (3) Other documents deemed necessary by the ordering party. (Documents to be Submitted After Work Completion and Completion Inspection) Article 8: Upon completion of the work, the contractor shall promptly submit the following documents to the ordering party and undergo a completion inspection. (1) Work Completion Notification (2) Measurement Certificate (3) Other documents deemed necessary by the ordering party. (Consultation) Article 9: Matters not stipulated in these specifications or doubts regarding any provision of these specifications shall be resolved through sincere consultation between the ordering party and the contractor on each occasion.
