Item for Bidding (1) Subject: FY2026 Cross-Sectional Railway Inspection and Survey Services (2) Scope of Work: As per the attached specifications. (3) Place of Performance: Within the entire city of Morioka. (4) Period of Performance: From the day after the contract is concluded until January 31, Reiwa 9. 2. Bids will be opened immediately after submission. 3. Qualifications Required for Bidders (1) Must not fall under the provisions of Article 167-4, Paragraph 1 of the Local Autonomy Act. (2) Must not have been subject to a suspension of business or operations, or closure of an office, by law related to the business or operations relevant to the contract. (3) Must not be subject to a suspension of bidding by the Morioka City Standards for Suspension of Bidding Participants (Decision by Mayor, September 30, Reiwa 3). (4) Must not have a certain capital or personnel relationship with other bidders in this bid. However, cooperatives of small and medium-sized enterprises as defined in Article 3 of the Small and Medium-sized Enterprise Cooperatives Act (Law No. 181 of Reiwa 24) and their members or associates are not permitted to participate in the same bid. (5) Must not be in arrears with city taxes. (6) Must not be in arrears with water charges and sewage charges. (7) Must possess the qualification for competitive bidding participants for FY2026/2027 of the Morioka City Water and Sewerage Bureau, specifically for "Contracts - Surveys, Inspections, Measurements - Leakage Surveys." (8) Must have obtained certification for either ISMS or Privacy Mark for the proper handling of personal information. (9) Must be able to assign a site supervisor who holds a qualification of "Class 2 Water Pipe Facility Management Engineer" or higher, registered with the Ministry of Land, Infrastructure, Transport and Tourism. 4. Bid Security Exempted in cases falling under Article 105, Item 1 or 2 of the Morioka City Financial Regulations. 7. Bidding Method (1) Bids must be submitted in person to the location specified in 2(2) at the date and time specified in 2(1). Bids by mail are not permitted. (2) If submitting by proxy, a power of attorney signed and sealed by the principal (person with contract authority) must be submitted, specifying the name of the proxy and the seal to be used. 8. Number of Bids Up to two bids are allowed. However, if no successful bidder is found, the contract will be transitioned to a discretionary contract in accordance with the provisions of Article 21-13, Paragraph 1, Item 8 of the Local Public Enterprise Act. 9. Amount to be Stated in Bid Form The bid form shall be prepared for the total lump sum amount in accordance with Article 13 of the Morioka City Competitive Bidding Participant's Handbook. The decision will also be based on the total lump sum amount. When determining the successful bid, the successful bid price will be the amount stated in the bid form plus 10% of that amount (rounded down to the nearest yen if there are fractions of less than one yen). Therefore, bidders must state the amount equivalent to 100/110 of their estimated contract desired amount in the bid form, regardless of whether they are a taxable or tax-exempt business with respect to consumption tax and local consumption tax. 10. Method of Determining the Successful Bidder The bidder who submits the lowest bid price within the planned price will be determined as the successful bidder. 11. Requirement for Contract Creation Required. A contract for services will be used. 12. Invalid Bids Bids falling under any of the following will be deemed invalid: (1) Bids submitted by individuals who do not meet the qualifications for competitive bidding participants listed in Section 3. (2) Bids submitted by individuals who have made false statements in the documents related to bid participation qualifications listed in Section 5. (3) Bids that violate other bidding conditions. 13. If it is difficult to comply with these specifications, the supervisor's instructions shall be followed on a case-by-case basis. 2. Matters described in drawings and special specifications shall take precedence over these specifications. 3. Matters not described in these specifications or drawings shall be subject to the supervisor's instructions. Article 2 Definitions In these specifications, the terms listed in the following items shall be defined as set forth in each item: (1) Instruction: An action taken by the supervisor, at the initiative of the client, to indicate policies, standards, or plans related to the supervisor's duties to the contractor and have them implemented. (2) Acceptance: An action taken by the contractor, at their initiative, to report to the supervisor and obtain the supervisor's understanding. (3) Consultation: A mutual agreement reached between the supervisor and the contractor on an equal footing. Article 3 Supervisor The client shall appoint a supervisor who will provide instructions, accept reports, and consult on the survey work, and shall notify the contractor in the prescribed form. Article 4 Contractor's Obligations The contractor shall exert their best technical skills to satisfy all elements of the survey work, with a full understanding of the intent and purpose of the commissioned work. 2. Even if the contractor has completed the survey of the quantities specified in the design documents, they shall follow the supervisor's instructions if the client deems additional surveys necessary. Such instructions shall be subject to negotiation for a change in contract. 3. The contractor shall have obtained certification for either ISMS or Privacy Mark for the proper handling of personal information. Article 5 Site Supervisor The contractor shall appoint a site supervisor for the survey work and notify the client in the prescribed form. 2. The site supervisor shall handle all matters related to the survey work based on the contract documents, drawings, specifications, site explanation documents, and responses to questions regarding the site explanation. 3. The site supervisor shall be selected from the survey technicians defined in Article 6. 4. The site supervisor must hold a qualification of "Class 2 Water Pipe Facility Management Engineer" or higher, registered with the Ministry of Land, Infrastructure, Transport and Tourism. Article 6 Survey Technicians The contractor shall appoint technicians to be engaged in the survey work and notify the client in the prescribed form. 2. Survey technicians must possess the job content and practical experience as defined in the following items: (1) Survey Engineer: Must be proficient in survey work and leakage prevention measures, responsible for overall management, planning, and guidance, with at least 7 years of practical experience. (2) Survey Assistant: Must be skilled in leakage surveys and pipe tracing, with at least 3 years of practical experience. (3) Survey Helper: Must be skilled in leakage surveys and pipe tracing, with at least 1 year of practical experience. 3. If the equipment used in this work requires a radio station license and is applicable to business radio, a qualified radio operator (Class 3陆上特殊無線技士 or higher) must be assigned. Article 7 Submitted Documents The contractor shall, after the conclusion of the contract, promptly submit the relevant documents in the prescribed form to the client (via the supervisor) or the supervisor, based on the contract documents, these specifications, and the special specifications regarding personal information handling. 2. Upon commencement of the work, the contractor shall promptly submit a work commencement notification and a work schedule to the supervisor. 3. During the survey, the contractor shall submit a daily leakage survey report (format is optional) to the supervisor. 4. Instructions, acceptances, and consultations shall, in principle, be conducted in writing. Article 8 Survey Work Plan The contractor shall create a survey work plan that fully grasps the survey objectives and submit it to the client within 20 days after the contract is concluded. 2. The survey work plan shall include the following items based on the contract documents: (1) Work content (2) Work sequence and method (3) Work execution plan table (4) Types, names, and performance of equipment used (list) (5) Work team organization, content, and responsible persons (6) Scheduled meeting dates and main meeting items (7) Other reference items 3. The format is optional, and the document size shall be as instructed by the supervisor. Article 9 Identification Card The contractor shall obtain identification cards from the client for those engaged in the survey before commencing the survey. 2. Those engaged in the survey shall always carry their identification cards and present them upon request by the owner of the land related to the leakage survey. 3. Upon completion of the survey, the contractor shall promptly return the identification cards to the client. Article 10 Site Management The contractor shall exercise due care not to cause inconvenience to the public during the survey. 2. The contractor shall take appropriate measures to avoid damaging existing underground or aboveground structures during the survey. 3. The contractor shall prevent accidents such as injuries, fires, etc., and conduct the survey smoothly in compliance with the Labor Standards Act and other relevant regulations. 4. When conducting surveys as stipulated in Chapter 2, Articles 16, 18, and 19 of these specifications, the contractor shall assign traffic control personnel to ensure the safety of third parties and traffic. The number of traffic control personnel is estimated at 2 per day, for a total of 26 person-days. Article 11 Deliverables This work involves the creation of a new database of railway crossing pipes. Since the created database will be used as basic data for subsequent periodic inspection work, the contractor must fully understand this purpose and create accurate and practical deliverables. 2. For the railway crossing pipe leakage survey, the deliverables (format is optional) to be submitted are as follows: Leakage Survey Report (1) Analysis of leakage survey results (2) Map of leakage locations (3) Correlation survey analysis results a. Trend graph, etc. (5) Site photographs (overall view and both sides of the crossing section) (6) Discussion and recommendations The deliverables in (2) shall indicate the cause, condition, and type of leakage. The deliverables in (6) shall provide recommendations on survey methods and directions for future maintenance of railway crossing pipes and associated valves. 3. Article 12 Doubt If any doubt arises regarding these specifications or design documents during the execution of the survey work, the contractor shall proceed after consultation with the supervisor. Article 13 Confirmation of Work Performance The supervisor may, as necessary, request the contractor to submit materials for the confirmation of work performance (quantities, results, etc.). Chapter 2 Survey Work Article 14 Survey Area and Method The survey shall be conducted at locations designated by the supervisor among the railway crossing pipes within the entire city of Morioka. Since coordination with the railway management company may be necessary for surveys near railway crossings, the work execution plan and survey work plan shall be prepared in consultation with the supervisor. Furthermore, the supervisor shall be periodically reported on the survey status to ensure efficient surveys and survey instructions. Article 15 Preliminary Site Survey Prior to this survey, the contractor shall confirm the relationship between the water supply and drainage pipe drawings of the target railway crossing pipe area and the actual location of pipes, valves, and hydrants, as well as the traffic control methods. In addition, the contractor shall simultaneously confirm the pipe material, burial depth, topography, and the presence of any obstacles to the survey work, grasp the overall water supply facilities to be surveyed, and report the results to the supervisor.
