Bid Announcement
We hereby announce that a conditional ordinary competitive tender (hereinafter referred to as "tender") will be conducted as follows, in accordance with the provisions of Article 167-6 of the Local Autonomy Act Enforcement Order (1947, Cabinet Order No. 16) and Article 3 of the Gojo City Contract Regulations (1964, Gojo City Ordinance No. 4).

1. Matters for Bidding
(1) Bid Item Name: Reiwa 8 (2026) Gojo City Road Cadastral Management System Update Services
(2) Service Content: As per specifications.
(3) Contract Period: From the date of contract to March 31, Reiwa 9 (2027).
(4) Performance Location: Gojo City, Okaguchi 1-chome 3-1, Gojo City Hall, 2nd Floor, Civil Engineering Management Division.
(5) Minimum Reserve Price: Not set.
(6) Bidding Method, etc.: By mail bid. Other details as described in the bid explanation document.
2. Matters Concerning Qualifications Required for Bidders:
Bidders must meet all of the following requirements.
(1) Must not be a person falling under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (1947, Cabinet Order No. 16).
(2) As of the announcement date, must be registered in the Gojo City Reiwa 7/8 (2025/2026) Goods/Services Bid Participation Qualification for contractors, under the industry name "Information Processing Services" and service name "System Development/Maintenance/Operation, Handling: Road Cadastre".
(3) Must have no arrears in national taxes, Gojo City taxes, or debts to Gojo City.
(4) Must not have been subject to suspension of bidding participation under the Gojo City Goods Purchase, etc. Contract Bidding Suspension Measures Guidelines or the Gojo City Construction Works, etc. Contract Bidding Suspension Measures Outline from the announcement date to the contract conclusion date.
(5) Must not be a person whose financial condition is significantly unsound, such as having filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (2002, Act No. 154) or filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (1999, Act No. 225) (excluding those after the decision to commence proceedings).
(6) Must not fall under the following organized crime group exclusion criteria:
① Officers, etc. (for corporations, officers (including non-full-time officers), managers, and representatives of branches or business offices (offices that regularly conduct business related to goods/services procurement; hereinafter the same). For unincorporated organizations, persons with responsibilities equivalent to corporate officers. For individuals, the person, manager, and representative of a branch or business office. (8) Must have JIS Q 27001:2014 (Information Security Management System) registration.
(9) Must have JIS Q 15001:2006 (Privacy Mark) registration.
(10) Must have JIS Q 9001 (Quality Management System) certification.
(11) Must have JIS Q 14001 (Environmental Management System) certification.
(12) Must have been awarded and faithfully fulfilled service contract agreements for the same services as a contractor to the national government, local governments, or equivalent organizations within the past 5 years from the announcement date.
3. Bid Schedule, etc.:
(1) Bid Explanation Document and Specification Delivery Method:

② Period: From Tuesday, July 21, Reiwa 8 (2026) to Thursday, August 27, Reiwa 8 (2026).
(2) Bidding Qualification Confirmation Application:

② Acceptance Period: Until 5:00 PM on Wednesday, August 5, Reiwa 8 (2026).
③ Notification of Bidding Qualification Examination Results: For those who have submitted an application form and confirmation documents, the competitive bidding qualification examination result notification will be sent by email by Wednesday, August 12, Reiwa 8 (2026).

(3) Inquiries Regarding Bids:
Inquiries regarding bids will be accepted only once, by submitting an inquiry form (Form 1-3) via email as follows.
① Acceptance Period: From the announcement date to 12:00 PM on Monday, July 27, Reiwa 8 (2026).
② Submission Method, etc.: Submit by email to the department in charge listed in Section 4.

③ Response Method: If inquiries are received, the questions and answers will be posted on the Gojo City website by 5:00 PM on Wednesday, July 29, Reiwa 8 (2026).
Note that only questions directly related to this bid will be answered, and not all questions may be answered.
(4) Bid Submission Deadline:
① Due by 12:00 PM on Wednesday, August 26, Reiwa 8 (2026).

5. Bid Procedures, etc.:
(1) Bid Security: Exempt.
(2) Contract Security: Required.
The contractor shall pay a contract security deposit equivalent to 10% of the contract amount.
However, it will be waived if the conditions in Article 22, Paragraph 1, Items (a) or (b) of the Gojo City Contract Regulations (1964, Gojo City Ordinance No. 4) are met.
a. The contractor has concluded a performance guarantee insurance contract with an insurance company naming the city as the insured.
b. The contractor has concluded and faithfully fulfilled two or more contracts (of similar type and scale) with the city, the national government, or other local governments recognized as equivalent by the city within the two years prior to the scheduled contract conclusion date.
(3) Invalid Bids: Bids submitted by persons not eligible to participate as indicated in this announcement, bids with false statements in application forms or documents, bids that violate bidding conditions, and bids falling under the conditions for invalid bids described in the bid explanation document will be considered invalid.
(4) Requirement for Contract Creation: The successful bidder must create a contract document. The costs associated with creating the contract document shall be borne by the successful bidder.
(5) Electronic contracts are permitted. If the successful bidder wishes to use electronic contracts, please submit the "Electronic Contract Consent Form and Email Address Confirmation Form".
(6) The successful bidder shall conclude the contract without delay in accordance with Article 19, Paragraph 1 of the Gojo City Contract Regulations.

Conditional ordinary competitive tenders based on this bid announcement shall be conducted in accordance with the Gojo City Contract Regulations, other relevant laws and regulations, as well as the specifications, drawings, and other conditions necessary for the contract.

Those wishing to participate in this bid must obtain confirmation of eligibility for bidding participation as listed in Section 2 of the bid announcement. Contractors registered in the Gojo City Goods/Services Bid Participation Qualification must submit the documents listed in (1) below.
Those who fail to submit the required documents by the deadline or are deemed ineligible to participate in the bid will not be able to participate in this conditional ordinary competitive tender.

(4) Submission Method and Number of Copies:
① Method: Submit in person or by mail. For in-person submission (excluding holidays as defined by the Gojo City Ordinance on Holidays (April 1, 1989, Ordinance No. 7); hereinafter referred to as "city holidays"). For mail submission, use registered mail and ensure it arrives by the deadline above. (5) Notification of Bidding Qualification Examination Results: For those who have submitted an application form and confirmation documents (hereinafter referred to as "applicants"), a competitive bidding qualification examination result notification containing the following information will be sent by email by the deadline indicated in the bid announcement.
① For those recognized as having bidding qualifications: Confirmation of bidding qualification.
② For those recognized as not having bidding qualifications: Notification of ineligibility and the reason.

② Costs for preparing and submitting application forms and confirmation documents shall be borne by the applicant.
③ Submitted application forms and documents will not be used for any purpose other than confirming bidding qualifications without the applicant's consent.
④ Submitted application forms and confirmation documents will not be returned.
4. Bid Method, etc.:
(1) Basic Bidding Matters: Bidders must bid after acknowledging the Local Autonomy Act (1947, Act No. 67), the Local Autonomy Act Enforcement Order (1947, Cabinet Order No. 16), other relevant laws and regulations, specifications, drawings, and other conditions necessary for the contract.
(2) Ensuring Fair Bidding: Bidders must not engage in acts that violate the Act on Prohibition of Private Monopolization and Maintenance of Fair Trade (1947, Act No. 54).
(3) Bid Amount Entry Method, etc.: The bid amount shall be the total amount for the entire contract period of the service. The successful bid amount will be the bid amount plus 10% of the bid amount. Therefore, bidders, whether taxable or non-taxable for consumption tax and local consumption tax, should enter the amount equivalent to 100/100 of their estimated contract amount in the bid form.
(4) Bid Form and Bid: Bidders must prepare the prescribed bid form (Form 2, which also serves as a pledge), seal it, and submit it at the prescribed location and date.
Refer to the attached "Bid Form Example" and "How to Create and Fill Out the Bid Form Envelope" for instructions.
(5) Number of Bid Execution Rounds: The number of bid rounds, including the initial bid (first bid), is two. Therefore, a re-bid (second bid) may be conducted.
(6) Bidders cannot exchange, amend, or cancel their submitted bid forms.
(7) Numbers in Bid Amount: Arabic numerals must be used for numbers entered in the bid form.
(8) Correction of Bid Form Entries: When correcting entries, draw a double line through the incorrect characters and write the correct text above. However, the bid amount cannot be added or deleted. Furthermore, corrections to entries in bid forms and other necessary documents after submission are not permitted.
(9) Bid Postponement, Suspension, etc.:
① Bids may be postponed, suspended, or canceled due to natural disasters or other events that make bid execution difficult.
② Bids may be postponed, suspended, or canceled if fair and proper bid execution is deemed difficult, or for other unavoidable reasons.
③ In the event of an accident due to postal circumstances, etc., in mail bids, or if deemed necessary due to fraudulent acts, bids may be postponed, suspended, or canceled.
