(2) Qualification: Qualification for FY2026 New Winter Vegetable Promotion Project Contracted Services (hereinafter referred to as "Qualification"). (3) Type of Services: FY2026 New Winter Vegetable Promotion Project Contracted Services. 2. Qualification Requirements Must meet all of the following conditions. (1) Must be a corporation or an organization other than a corporation (hereinafter referred to as "Corporation, etc.") or a consortium composed of multiple Corporations, etc. (hereinafter referred to as "Consortium"). (2) Corporations, etc., and consortium members must meet all of the following requirements: a. Must not be a person listed in Article 167-4, Paragraph 1 of the Local Autonomy Act (excluding minors, persons under guardianship or assistance who have obtained the necessary consent for contract conclusion). b. Must not be a person excluded from competitive bidding in accordance with Article 167-4, Paragraph 2 of the Local Autonomy Act. c. (ii) Business tax of the prefecture where the head office is located (excluding cases where there is an obligation to pay prefecture tax). (iii) Consumption tax and local consumption tax. g. Must not be a person who has failed to fulfill the obligation to file the following notifications (excluding cases where there is no obligation to file): (i) Notification under Article 48 of the Health Insurance Act (Showa 11, Law No. 70). (ii) Notification under Article 27 of the Employees' Pension Insurance Act (Showa 29, Law No. 115). (iii) Notification under Article 7 of the Employment Insurance Act (Showa 49, Law No. 116). h. Application Period for Qualification Examination, Method of Obtaining Application Documents, and Application Method (1) Application Period: Applications for qualification examination must be submitted daily between 9:00 AM and 5:00 PM from July 31, Reiwa 8, to August 27, Reiwa 8 (excluding Sundays, Saturdays, and holidays as defined by the Law Concerning National Holidays (Showa 23, Law No. 178)). (2) Method of Obtaining Application Documents: Application documents will be provided by the organization responsible for qualification-related affairs. (3) Application Method: Applications for qualification examination must be submitted to the organization responsible for qualification-related affairs in the application documents prepared according to the instructions of the said organization. 4. Re-application for Qualification Examination (1) Reasons for Re-application: Those who meet any of the following conditions and wish to continue to hold the qualification may re-apply for qualification examination: a. Persons who have inherited, merged, or transferred the business or operations related to the qualification from a qualified person. b. Qualified persons who are associations established under the Small and Medium-sized Enterprise Cooperatives Act (Showa 24, Law No. 181), the Act on the Organization of Small and Medium-sized Enterprise Groups (Showa 32, Law No. 185), or the Shopping Street Promotion Cooperative Act (Showa 37, Law No. 141), or their federations (excluding enterprise cooperatives and cooperative associations), whose members (limited to qualified persons) have changed. c. Qualified persons who are enterprise cooperatives or cooperative associations whose members have changed. (2) Method of Re-application: Those wishing to re-apply must submit the application documents prepared according to the instructions of the organization responsible for qualification-related affairs to the said organization. 5. Qualification Validity Period and Renewal Procedures (1) Qualification Validity Period: The validity period of the qualification shall be from the date of notification of qualification recognition until the date of award of the general competitive bidding related to the contract stipulated in 1(1). (2) Renewal of Validity Period: As this qualification is for the contract stipulated in 1(1), renewal of the validity period will not be performed. 6. Loss of Qualification When a qualified person falls under any of the following, they shall lose their qualification: (1) When they no longer meet the qualification requirements stipulated in Section 2. (2) When their permission, license, registration, etc., required for the business related to the qualification is revoked. 7. Bidding Method and Determination of Successful Bidder This bidding will be conducted using the comprehensive evaluation general competitive bidding method stipulated in Article 167-10-2 of the Local Autonomy Act (Showa 22, Cabinet Order No. 16). Therefore, bidders must submit a proposal detailing the performance, functions, and technology of the contract object along with their bid form. The successful bidder will be the one who submits the bid with the most advantageous price and other conditions, within the range of the estimated price, in accordance with the criteria for determining the successful bidder stipulated in Paragraph 3 of the same Article. The price and proposal content will be evaluated based on the criteria for determining the successful bidder, and the successful bidder and other bidders will be notified later. The price of bids within the range of the estimated price and the bidder's name will be announced at the time of bid opening. 10. Criteria for Determining Successful Bidder Criteria for determining the successful bidder are as follows. 11. In Case of Not Concluding Contract with Successful Bidder (1) If the successful bidder is excluded from public projects, etc., conducted by the prefecture due to being a business related to organized crime, a contract will not be concluded with such successful bidder. (2) For contracts requiring the creation of a contract document, if the successful bidder is suspended from bidding between the award decision and the contract conclusion, the contract may not be concluded. In this case, the successful bidder cannot claim compensation for damages incurred due to the inability to conclude the contract. 12. Contract Creation, etc. (1) This contract requires the creation of a contract document. (2) The successful bidder shall, promptly after the award decision, indicate whether the contract will be concluded in writing or by electronic record. 13. Other (1) Invalid Bids: Bids submitted by individuals who do not possess the qualifications stipulated in Section 2 at the time of bid opening, bids falling under the items of Article 154 of the Financial Regulations (Showa 45, Hokkaido Ordinance No. 30), and bids that violate the conditions for bidding stipulated in this notice shall be invalid. (2) Standard Price for Low-Bid Price Investigation: The standard price for low-bid price investigation under Article 167-10, Paragraph 1 of the Local Autonomy Act has not been set.
