2. Qualifications Required for Bidders
All of the following conditions must be met:
(1) Not a person who is unable to participate in bidding due to the provisions of Article 167-4, Paragraph 1 of the Local Autonomy Act Enforcement Order (Showa 22, Cabinet Order No. 16) or Article 104, Paragraph 1 of the Tomi City Financial Regulations (Heisei 16 Tomi City Ordinance No. 36).
(2) Must have a grading of A, B, or C for paving work granted by Tomi City.
(3) Must have a head office/main office in Tomi City (including those recognized as having a main office in the city).
(4) Must have a new objective score of 40 points or more for Reiwa 8 bidding participation qualifications granted by Tomi City.
(5) Must have a specific or general construction industry permit for paving work as stipulated by the Construction Industry Act (Law No. 24 of 1949). If the total subcontract amount is 50 million yen or more, a specific construction industry permit for paving work is required.
(6) Must be able to assign an engineer as stipulated in Article 26 of the Construction Industry Act. If the total subcontract amount is 50 million yen or more, must possess a supervising engineer qualification certificate and have completed supervising engineer training.
(7) The assigned engineer must have been in continuous employment for 3 months or more prior to the submission date of the bid participation qualification confirmation form.
(8) If unable to assign the assigned engineer due to undertaking other work, must be able to submit a withdrawal notice immediately.
(9) Must not fall under the provisions of Article 4, Paragraph 1 of the Tomi City Post-Review Type Public Competitive Bidding Implementation Guidelines (Heisei 20 Tomi City Public Notice No. 9).
(10) Must not be a person who is unable to participate in bidding due to the provisions of Article 4, Paragraphs 4 and 5 of the Tomi City Post-Review Type Public Competitive Bidding Implementation Guidelines.
3. Method of Presenting Design Documents, Common Specifications, and Special Specifications
Financial statements without tax and design drawings can be downloaded from the bidding information system posted on the official website of Tomi City (hereinafter referred to as "Tomi City HP").
4. Acceptance and Response to Questions

(2) Bid Opening:
Bid opening will be held at 9:15 AM on October 13, Reiwa 8 (Tuesday) in the All-Party Conference Room on the 2nd floor of the Tomi City Hall Main Building.
* As this is an electronic bidding project, bidders are not required to be present at the bid opening. Bid openings held at venues will no longer be conducted.
6. Non-Acceptance and Invalidity of Bid Forms:
(1) For mail bids, bid forms with a postmark not within the period of October 7, Reiwa 8 (Wednesday) to October 8, Reiwa 8 (Thursday), and bid forms not arriving at Japan Post Co., Ltd., Tomi Post Office by 9:00 AM on October 9, Reiwa 8, will not be accepted.
(2) Bids falling under Article 7 of the Bid Instructions (Appendix) of the Tomi City Construction Work, etc., Bidding and Contract Administrative Procedures Regulations (Heisei 16 Tomi City Administrative Notice No. 32), and bid forms falling under Article 9, Paragraph 1 of the Tomi City Post-Review Type Public Competitive Bidding Mail Bidding Implementation Guidelines will be invalidated.
(3) If the submitted cost breakdown is found to be incomplete according to the examination items, the bid will be invalidated.
7. Determination of Winning Bid and Examination of Bid Participation Qualification Requirements:
(1) Examination of bid participation qualification requirements and determination of the winning bidder will be conducted after the bid opening.
(2) The winning bidder candidate must submit the following documents to the General Affairs Department, Finance and Information Division, Tomi City Hall, in person, by electronic mail via the electronic bidding system, or in paper form, within 3 days (excluding Saturdays, Sundays, and holidays) from the date of request for submission of examination documents, between 8:30 AM and 5:15 PM.
a. Post-Review Type Public Competitive Bidding Participation Qualification Confirmation Application
b. Documents related to the assigned engineer (In principle, the assigned engineer cannot be changed at the time of contract).
c. Copy of qualifications, etc. (If the assigned engineer is a supervising engineer, a copy of the "Supervising Engineer Qualification Certificate" (front and back), etc.)
d. Documents confirming the continuous employment relationship of the engineer (copy of resident tax special collection tax amount notification, etc.)
e. Other documents as deemed necessary by the Mayor from time to time.
* When using the electronic bidding system, documents should be submitted as a single PDF file.
* When submitting in person, documents should be bound together and submitted with a seal.
(3) The examination of bid participation qualification requirements will be conducted in order from the lowest bid price among those who bid at or below the estimated price, and will be repeated until one bidder meeting the bid participation qualification requirements is confirmed.
(4) The examination of bid participation qualification requirements will be conducted within 3 days (excluding Saturdays, Sundays, and holidays) from the date of submission of examination documents.
(5) After examination, if the bid participation qualification requirements are confirmed to be met, the bidder will be determined as the winning bidder and notified.
8. Bid Bond, Payment Terms, and Contract Bond:
(1) Bid Bond:
5% of the bid amount including consumption tax and local consumption tax. Payment is exempt.
However, if the winning bidder fails to conclude the contract, payment will be required.
(2) Payment Terms:
a. Advance Payment: Advance payment can be made within 40% of the contract amount.
b. Intermediate Advance Payment: Intermediate advance payment can be made within 20% of the contract amount.
c. Partial Payment: In principle, partial payments can be made within the number of times stipulated in Article 137 of the Tomi City Financial Regulations.
(3) Contract Bond:
Cash guarantee of 10% or more of the contract amount.

Notes on Participating in Paper Bids for Electronic Bidding Projects

Tomi City has commenced joint use of the "Nagano Prefecture Municipal Electronic Bidding System" and will gradually transition from traditional paper bids to electronic bidding using this system from Reiwa 7 onwards.
To participate in bidding using the electronic bidding system, prior preparations such as obtaining an IC card (purchase) and user registration are required. Therefore, a period (partial operation period) will be set during which paper bids using traditional bid forms will also be possible.
The following notes for participating in paper bids for electronic bidding projects are summarized. Please be aware of the differences from traditional paper bids, and businesses planning to participate in paper bids should read them carefully.
These notes will be revised sequentially as the system operation progresses.
1. Regarding Bid Form Submission Method:
The method of submitting bid forms varies depending on the bidding method.
(1) Post-Review Type Public Competitive Bidding:
Submit as usual to Tomi Post Office, Japan Post Co., Ltd.

(2) Designated Competitive Bidding:
① Mail by registered mail (general or certified) to the General Affairs Division, Finance Section, Tomi City Hall (Postal Code 389-0592, 281-2 Ken, Tomi City, Nagano Prefecture).
② Use a double envelope: an outer envelope (for mailing) and an inner envelope (for placing the bid form).
③ Place only one bid form in the inner envelope and seal it. The date on the bid form should be the bid date. Write "Bid Date" and "Subject" on the front of the inner envelope.
④ Write "Bid Form Enclosed" along with the "Subject" on the front of the outer envelope.
* Submission in person is also accepted. Submit in a sealed double envelope.
2. Regarding Bid Form Submission Period:

3. Regarding the Writing of Lottery Numbers (Bid Form):
With the transition to electronic bidding, venue-based bid openings will generally not be held. If there are multiple bids within the range of the estimated price and minimum restriction price at the lowest amount, traditional lottery drawing with lottery sticks cannot be performed. Therefore, in the future, the "electronic lottery" function of the electronic bidding system will be used to determine the winning bidder or winning bidder candidate.
Accordingly, paper bidders can participate in the electronic lottery by writing an electronic lottery number (any 3-digit number) in the remarks column of the bid form.

If the lottery number is not written on the bid form, or if the written lottery number cannot be read, etc., the bid executor will register an arbitrary electronic lottery number, and the bidder who submitted the bid form cannot raise any objection regarding the registered lottery number.

4. Regarding the Submission of "Paper Bid Participation Application Form":
In accordance with Article 8 of the Tomi City Electronic Bidding Operation Standards, if you wish to participate in an electronic bidding project using paper bids, you must obtain the city's approval by submitting the "Paper Bid Participation Application Form" (Separate Form (related to Article 8), hereinafter referred to as "Application Form").
For projects planned for bidding, including during the partial operation period, please be sure to submit it.
The submission destination, submission method, and submission period are as follows:

② Submission Method: Submit by mail or in person.
③ Submission Period: From the announcement date/designation notice date to 5:15 PM on the submission deadline stated in the bid announcement or designation notice.
* In principle, the period will be set as above, but the set date may change due to holidays, etc. Please be sure to check the bid announcement or designation notice.
* Bid forms submitted by contractors who have not submitted the "Paper Bid Participation Application Form" will be invalidated, so please be careful.
In addition, for projects announced during the partial operation period, the application form with the reason entered will be posted along with the design documents, etc., posted on the bidding information system.

§1. Site Explanation Matters
1. Work Details
(1) Work Name: As described in the design documents for viewing.
(2) Purpose and Overview of Work
(3) Work-Related Documents:
- Survey and design consignment results documents, and geological survey reports related to the work location will be available for viewing.
Lending after contract is also possible.
(4) Cost Reduction:
- Always be conscious of cost reduction and strive to reflect it in the design.
- When construction conditions such as the site situation change, make proposals including cost reduction.
2. Work Period Related
(1) Work Period:
- The work period includes allowances for rain, holidays, etc., from the start date of work (contract date) to January 29, Reiwa 9.
- Holidays include Sundays, national holidays, summer vacation, year-end and New Year holidays, as well as all Saturdays during the construction period.
- The work period includes the following items in addition to the actual working days required for construction.
30 days (including road traffic restriction requests, road excavation applications, etc.)
- If the schedule is significantly deviated due to severe bad weather or weather conditions, and work cannot be suspended, the contractor may negotiate and request an extension of the work period from the contracting authority.
3. Work Schedule Related
(1) Site Constraints and Obstacles:
- Regarding construction methods, order, etc., obtain prior approval from the supervisor.
(Underground buried objects, above-ground objects, prior investigation, construction suspension periods, various application periods, nearby construction, etc.)
(2) Consultation with Local Community and Related Organizations:
- Upon commencement, consult with related organizations and local residents regarding the following.
