Qualifications for Participation in Competition Applicants must meet all of the following conditions. (1) Applicants must not fall under the provisions of Article 70 of the Public Accounting Act (hereinafter referred to as "the Act"). Minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, fall under this provision in cases where there are special reasons. (2) Applicants must not fall under the provisions of Article 71 of the Act. (3) As of September 28, Reiwa 8, applicants must have been certified in Grade "A", "B", "C", or "D" for "General Building Construction" in the general competitive bidding qualifications of the Ministry of Health, Labour and Welfare (excluding joint ventures), and must have their head office, branch office, or business office located within Tokyo, Saitama, or Kanagawa Prefecture. (4) Applicants must be able to appoint a site supervisor and a supervising engineer or chief engineer as stipulated by the Building Construction Industry Act for the said work. (6) Applicants must not have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Law. (7) Applicants must not have filed for commencement of civil rehabilitation proceedings under the Civil Rehabilitation Law. (8) Applicants must not be contractors for design work related to the said work, or be affiliated with such contractors in terms of capital or personnel relationships. Affiliated companies in terms of capital or personnel relationships are defined as follows: A. In cases of two companies falling under any of the following regarding capital relationships: ① Companies in a parent-subsidiary relationship (as defined in Article 2, Item 3-2 of the Companies Act (Act No. 86 of 2005) and Article 2, Item 4-2 of the Companies Act (hereinafter referred to as "parent company, etc.")). ② Companies that share the same parent company, etc. B.
