Therefore, bidders shall state in their bid forms an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt businesses concerning consumption tax. 2 Qualifications for Participation in Competition (1) Not falling under the provisions of Article 70 of the Cabinet Order concerning Budget, Expenditure, and Accounting. Furthermore, minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for concluding the contract fall under special reasons within the said article. (2) Not falling under the provisions of Article 71 of the Cabinet Order concerning Budget, Expenditure, and Accounting. (3) Those who have been graded 'A' or 'B' in the business category of 'Manufacturing of Goods' or 'Sale of Goods' in the Ministry of Finance's Qualification for Participation in Competition (Unified Qualification for All Ministries and Agencies) for FY2025, 2026, and 2027, and have the qualification to participate in competition in the Kanto-Koshinetsu region, or those who have not yet undergone the qualification examination for participation in competition, who submit an application for qualification examination for participation in competition, are registered in the list of qualified participants by the deadline for receiving bids, and are graded in the said grade. (4) Not having been suspended from designated contractor status, etc. by any ministry or agency (including those specially recognized by the authorized officer for disbursement).
