1. Procurement Details:
(1) Procurement Name: Purchase of 1 Real-time PCR Device for FY2026
(2) Specifics of Procurement Name: As per bid explanation document and specifications.
(3) Performance Deadline: From the contract date until Friday, March 26, FY2027
(4) Performance Location: As per bid explanation document.
(5) Bidding Method: This procurement will be conducted by general competitive bidding using the lowest price winning method. When determining the successful bidder, the bid amount will be increased by 10% of that amount (if there is a fraction of less than one yen, it will be rounded down). Therefore, regardless of whether the bidder is a taxable or non-taxable business operator for consumption tax and local consumption tax, the bid amount should be the sum of 100/110 of the taxable amount and the non-taxable amount.
2. Competitive Participation Qualifications:
(1) Not falling under the provisions of Article 70 of the Order on Budget, Settlement and Accounting. Minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, fall under the case of special reasons in the same article.
(2) Not falling under the provisions of Article 71 of the Order on Budget, Settlement and Accounting.
(3) Not currently suspended from bidding by the Ministry of Health, Labour and Welfare.
(4) Must be registered in grades B, C, or D in the Hokkaido region for the FY2025, 2026, 2027 Ministry of Health, Labour and Welfare Competitive Participation Qualifications (Unified Qualifications for All Ministries and Agencies), with the business category "Sales of Goods" and business items "Medical Equipment" or "Other Equipment" or "Other," or "Provision of Services, etc." with business item "Other."
(5) Must be recognized as not having submitted false information in the qualification examination application or supporting documents.
(6) Must be recognized as not having extremely deteriorated financial status or creditworthiness.
(7) Must submit a contract stating that you do not fall under the category of violent groups, etc., as separately designated by the Authorized Officer for Expenditure, at the time of bid submission.
(8) Must be enrolled in social insurance, etc. (including Employees' Pension Insurance, Health Insurance (managed by the Japan Health Insurance Association), Seamen's Insurance, National Pension, Workers' Accident Compensation Insurance, and Employment Insurance) and have no arrears in insurance premium payments for the applicable systems.
(9) Must not have received administrative disposition, etc., for violation of laws and regulations under the jurisdiction of the Ministry of Health, Labour and Welfare within the past one year.
(10) Must meet other qualifications determined by the Authorized Officer for Expenditure based on Article 73 of the Order on Budget, Settlement and Accounting.
