Matters for Bidding (1) Type of Work: Civil Engineering (General) (2) Work Name: Reiwa 8 Fiscal Year Tagajo City Tsurusan Elementary School Exterior Improvement Work (3) Work Location: Within 320 Kita, Shinden, Tagajo City (4) Work Period: From the day after the contract conclusion date until March 25, Reiwa 9 (5) Work Outline: As shown in the attached table. (6) Payment Terms: a. Advance Payment: Yes (within 40% of the contract amount) b. Interim Advance Payment: Yes. However, limited to contracts of 3 million yen or more. c. Progress Payment: No d. Special Payment Conditions: None (7) Minimum Reserve Price: Set. (8) Two-Day Weekend Work: Target (Client-Designated Type) 2. Qualifications Required for Bidders As of the bidding date, the bidder must meet the following requirements: (1) Must have obtained approval for participation in Tagajo City's competitive bidding for Reiwa 7 and 8 fiscal years. (2) Must have a head office, branch office, or business office within Tagajo City. (3) Must not be within the period of suspension or avoidance of bidding as defined by the Tagajo City Qualified Contractor Suspension and Avoidance Standards (Reiwa 3 Tagajo City Public Notice No. 47-6). (4) Must not have filed for commencement of rehabilitation proceedings as stipulated in Article 17 of the Corporate Rehabilitation Act (2002 Act No. 154). (5) Must not have filed for commencement of rehabilitation proceedings as stipulated in Article 21, Paragraph 1 of the Civil Rehabilitation Act (1999 Act No. 225). (6) Must not fall under the provisions of Article 167-4, Paragraph 1 of the Local Autonomy Act Enforcement Order. (7) Must not fall under any of the criteria for measures in the table of the Tagajo City Bidding and Contract Organized Crime Group Exclusion Measures Ordinance. (8) Technical and other conditions are as shown in the attached table. 3. Matters Concerning Bidding Application (1) Period for distribution of bidding eligibility application documents: From September 16, Reiwa 8 (Wed) to September 29, Reiwa 8 (Tue) (2) Period for inspection of specifications and design documents (hereinafter referred to as "design documents, etc.") for the said work: From September 16, Reiwa 8 (Wed) to October 12, Reiwa 8 (Mon) (3) The Planning and Management Department, Finance Division will lend out design documents, etc. to those who wish to participate in the bidding during the inspection period mentioned in (2) above. (4) Period for submission of questions regarding the said work: From September 16, Reiwa 8 (Wed) to September 29, Reiwa 8 (Tue) (5) The answers to the questions will be made available for inspection at the Planning and Management Department, Finance Division, and will be sent via email or facsimile to those recognized as eligible to participate in the bidding. 4. Matters Concerning Bidding Eligibility Application (1) Bidders must submit the following documents (hereinafter referred to as "application documents") to the Planning and Management Department, Finance Division by September 29, Reiwa 8 (Tue) and have their eligibility confirmed: a. Limited General Competitive Bidding Application Form: 1 copy b. Record of Construction Experience for Similar or Analogous Work: 1 copy c. Copy of Construction Business Permit: 1 copy d. Copy of Latest Management Scale Evaluation Result Notification and Overall Evaluation Score Notification: 1 copy e. Copy of Tax Payment Certificate for the most recent one year (for corporations, corporate resident tax and fixed asset tax; for individuals, individual resident tax and fixed asset tax): 1 copy each * If the documents listed in c to e above have already been submitted during the competitive bidding application, they are not required. (2) The cost of preparing the application documents shall be borne by the bidder, and submitted application documents will not be returned. (3) Eligibility for bidding will be notified on October 5, Reiwa 8 (Mon). (4) If a bidder is not recognized as eligible, they may request an explanation of the reason for ineligibility from the Mayor. (5) When requesting an explanation as per (4) above, submit a written document stating such to the Planning and Management Department, Finance Division. 5. Date and Time and Place of Bidding Execution October 13, Reiwa 8 (Tue) 1:30 PM Tagajo City Hall, North Building, 5th Floor, Conference Room 502 6. Bidding Method, etc. (1) When participating in the bidding, thoroughly read the "Competitive Bidding Guidelines" available at the Planning and Management Department, Finance Division. (2) The bid form must be submitted in person or by an authorized agent at the bidding location. If submitting by an agent, a letter of attorney must be submitted before the bidding. (3) A construction cost breakdown must be submitted along with the first bid form. (4) When determining the successful bidder, the contract price will be the amount entered on the bid form plus 10% of that amount (if there is a fraction of less than 1 yen, that fraction will be rounded down). Therefore, bidders, whether they are taxable or tax-exempt for consumption tax and local consumption tax, must enter the amount equivalent to 100/110 of their estimated contract desired amount on the bid form. (5) The number of bidding rounds shall be limited to 3. However, if there is only one bidder recognized as eligible, the number of bidding rounds shall be 1. 7. Matters Concerning Bid Security Bid security is waived. 8. Invalid Bids Bids submitted by persons who do not have the qualifications to participate in the bidding as indicated in this announcement, or who have made false applications, and bids that violate the conditions related to bidding as indicated in the Tagajo City Contract Regulations (Heisei 8 Tagajo City Regulations No. 16) and the Tagajo City Limited General Competitive Bidding Implementation Guidelines (Heisei 13 Tagajo City Public Notice No. 24) shall be deemed invalid. If a bidder who has submitted an invalid bid is selected as the successful bidder, the award decision shall be canceled. 9. Determination of Successful Bidder (1) The bidder who submitted the lowest bid price among those who bid within the limit of the estimated price and at or above the minimum reserve price shall be the successful bidder. (2) If no successful bidder is determined as a result of the bidding, a contract may be concluded by discretionary contract in accordance with the provisions of Article 167-2, Paragraph 1, Item 8 of the Local Autonomy Act Enforcement Order. 10. Contract Security Shall be an amount not less than 1/10 of the contract amount (details are in the "Contract Security Explanation Document" available at the Planning and Management Department, Finance Division). 11. Contract Conclusion (1) For contracts stipulated in Article 96, Paragraph 1, Item 5 of the Local Autonomy Act (Showa 22, Act No. 67) and Article 2 of the Ordinance on Contracts Requiring Assembly Approval (Showa 47 Tagajo City Ordinance No. 9), the contract will take effect after the approval of the Tagajo City Assembly. Until then, a provisional contract will be concluded. (2) After the successful bidder is determined, if the successful bidder no longer meets the requirements listed in 2(1) to (8) above during the period until the contract for this bid is concluded, the contract may not be concluded. 12. Other (1) This project will be handled with consumption tax and local consumption tax equivalent to 10%. (2) Telephone inquiries regarding the work content will not be accepted. (3) If the contractor (including subcontractors) is subjected to unjust demands or obstruction by organized crime group members during the performance of the contract, promptly report to the police and notify Tagajo City. Must be a contractor permitted by the Governor of Miyagi Prefecture and hold a specific construction business permit for civil engineering works. As of April 1, Reiwa 8, the overall evaluation score for civil engineering (general) works in the valid overall evaluation score notification must be 850 points or higher.
