The bid amount shall be based on the unit price set by each bidder for the contracted electricity and the amount of electricity consumed, and shall be the price for the estimated electricity consumption amount presented by this bureau. b. For the purpose of determining the successful bidder, the successful bid price shall be the amount obtained by adding 10% of the total amount stated in the bid form (if there is a fraction of less than 1 yen, that fraction shall be rounded down) to the amount stated in the bid form. Therefore, bidders must submit a bid form and a breakdown of bids stating the amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt businesses for consumption tax. 2. Qualifications for Participation in Competitive Bidding (1) Persons who fall under any of the following shall not be eligible to participate in the competition, as stipulated in Articles 70 and 71 of the Cabinet Order concerning Budget, Auditing and Accounting. a. Persons who do not have the capacity to conclude the contract (excluding minors, persons under guardianship or assistance who have obtained the necessary consent for concluding the contract) and bankrupt persons who have not had their rights restored. b. Persons who fall under any of the following and for whom 3 years have not elapsed since the occurrence of the fact (the same shall apply to persons who use them as agents, managers, or other employees). (i) Persons who have intentionally performed shoddy work or manufacturing, or who have committed fraudulent acts regarding the quality or quantity of goods in the performance of the contract. (ii) Persons who have obstructed fair competition, or who have colluded to harm fair prices or gain unjust profits. (iii) Persons who have obstructed the successful bidder from concluding the contract or the contractor from performing the contract. (iv) Persons who have obstructed public officials from performing their duties during supervision or inspection. (v) Persons who have failed to perform the contract without justifiable reason. (vi) Persons who have intentionally made an excessive claim based on false facts when determining the price after the contract. (vii) Persons who have been employed as agents, managers, or other employees in the performance of the contract within 3 years after the occurrence of any of the facts described in the preceding items. (2) Persons who are not recognized to have made false statements in the application for qualification examination or attached documents required for general competitive bidding. (3) Persons who are not recognized to have their business status or creditworthiness extremely deteriorated. (4) Persons who have been graded as "A", "B", or "C" in "Sales of Goods" in the qualification for participation in tenders by the Ministry of Health, Labour and Welfare for Reiwa 7, 8, and 9, and who have the qualification to participate in tenders in the Tohoku region. (5) General electric utilities permitted by the Minister of Economy, Trade and Industry under Article 3, Paragraph 1 of the Electricity Business Act (Act No. 170 of 1964), or specified-scale electric utilities that have notified and been accepted by the Minister of Economy, Trade and Industry under Article 16-2, Paragraph 1 of the same Act. (6) For specified-scale electric utilities, there must be a record of electricity supply. (7) Persons who meet the bidding suitability conditions specified in the tender explanation regarding the coefficient indicating the emission level of greenhouse gases, etc. (carbon dioxide emission coefficient) in accordance with the "Act on Promotion of Procurement Practices Considering Reduction of Greenhouse Gas Emissions, etc. by National and Other Organizations."
