Outline of Construction (1) Project Name Hospital Building 9th Floor East Ward Renovation Work (2) Construction Location National Center for Child Health and Development, 2-10-1 Okura, Setagaya-ku, Tokyo, Hospital Building 9th Floor East Ward (3) Construction Content Interior renovation of the Hospital Building 9th Floor East Ward and installation of individual air conditioners in some private rooms. (4) Construction Period Contract Signing Date - February 20, 2027 2. Bid Participation Qualifications (1) Not falling under any of the following ①, ②, or ③. ① Persons lacking the ability to conclude a contract and bankrupt persons who have not been reinstated, except in special circumstances. Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion fall under the category of "special circumstances." ② Persons recognized as falling under any of the following items, and for whom a certain period has not elapsed since the occurrence of such fact. The same applies to persons who use them as agents, managers, or other employees. The period, etc., shall be applied in accordance with the "Measures for Bid Suspension, etc." issued by the Chairman of the National Center for Child Health and Development. 1. Persons who have intentionally performed construction or manufacturing poorly, or who have engaged in fraudulent acts regarding the quality or quantity of materials in the performance of a contract. 2. Persons who have obstructed the successful bidder from concluding a contract or the contractor from performing it. 4. Persons who have obstructed the duties of employees and persons entrusted by accounting officers during supervision or inspection. 5. Persons who have failed to perform the contract without justifiable reason. 6. Persons who have used as agents, managers, or other employees in contract performance within two years after the occurrence of facts falling under any of the preceding items. 2 7. (2) Must have been certified with general competitive bidding participation qualifications for "General Building Construction" in the Reiwa 7 and 8 qualifications of the Ministry of Health, Labour and Welfare. (For those for whom bankruptcy proceedings have been initiated under the Corporate Reorganization Act or rehabilitation proceedings have been initiated under the Civil Rehabilitation Act, re-certification of general competitive bidding participation qualifications must have been obtained through procedures separately determined by the Director of the General Affairs Division, Minister's Secretariat, after the commencement of proceedings.) (3) Must be graded "C or D" in "General Building Construction" in the Reiwa 7 and 8 qualifications of the Ministry of Health, Labour and Welfare, and have competitive bidding participation qualifications in the Kanto-Koshinetsu region. (8) During the renovation work, a chief (supervising) engineer meeting the following criteria must be assigned on a full-time basis: "Must have practical experience as a chief (supervising) engineer in construction work with a renovation area of 200 sqm or more, completed and delivered as the prime contractor since 2011." (9) Must not be a construction company effectively controlled by a gangster or equivalent, and has been requested to be excluded from construction projects ordered by the Ministry of Health, Labour and Welfare by the police authorities, and such state must be ongoing. (10) Site survey must be conducted. Bidders must conduct a site survey between 9:00 on July 28, 2026, and 17:00 on August 24, 2026. (2) Invalid Bids Bids submitted by those who do not meet the bid participation qualifications stated in this announcement, bids with false statements in the Application Form or Documents, and bids that violate the conditions of bidding shall be deemed invalid. (3) Determination of Contractor, etc. The contractor shall be the bidder who submits the lowest valid bid within the limit of the estimated price established in accordance with Article 37 of the "Detailed Regulations on Contract Administration." (Article 14, Paragraph 1 of the Detailed Regulations on Contract Administration) However, if the bid price of the intended contractor is such that it is recognized that the contract may not be performed in accordance with its terms (Article 14, Paragraph 1, Item 1 of the Detailed Regulations on Contract Administration), or if it is recognized that concluding a contract with them would be significantly inappropriate due to the risk of disrupting fair trade order (Article 14, Paragraph 1, Item 2 of the Detailed Regulations on Contract Administration), another bidder who submitted a bid at the lowest price within the limit of the estimated price may be selected as the contractor. For contracts exceeding 10 million yen in estimated price for construction, manufacturing, or other contracts, if the bid price is less than the ratio to the estimated price specified in the following items, it shall be considered to fall under Article 14, Paragraph 1, Item 1 of the Detailed Regulations on Contract Administration, and the contracting officer shall investigate whether there is a risk of non-performance of the contract in accordance with its terms. For construction contracts, the ratio obtained by multiplying the sum of the following amounts, which form the basis for calculating the estimated price, by 110/100 and dividing by the estimated price (if the ratio exceeds 9.2/10, it shall be 9.2/10; if it is less than 7.5/10, it shall be 7.5/10). A. Amount obtained by multiplying direct construction costs by 9.7/10. B. Amount obtained by multiplying common temporary work costs by 9/10. C. Amount obtained by multiplying site management costs (in construction cost calculations, if the construction cost is composed of direct construction costs and site expenses, then site expenses) by 9/10. D. Amount obtained by multiplying general administrative costs by 5.5/10. If there are two or more bidders who submit bids at the same price or with the same overall evaluation score, the Chairman shall immediately have those bidders draw lots to determine the successful bidder or contractor. In such cases, if a bidder refuses to draw lots, an employee not involved in contract administration shall draw lots on their behalf.
