Detailed Statement
Specifications
This tender is a unit price contract, but the bid amount input and the determination of the successful bid will be based on the total amount.
When determining the successful bid, the contract price will be the amount entered plus an amount equivalent to 10% of that amount (rounded down to the nearest 0.01 yen if there is a fraction). Therefore, bidders must enter the total amount (hereinafter referred to as 'total amount'), which is the sum of the subtotals (hereinafter referred to as 'subtotal') calculated by multiplying the estimated contract unit price of 110/100 (up to 0.01 yen units) by the estimated quantity for each item (regardless of whether they are taxable or tax-exempt businesses with respect to consumption tax and local consumption tax).
The successful bid will be determined by comparing these total amounts.
Upon conclusion of the contract, a unit price contract will be concluded for each item by calculating the unit price by dividing the subtotal by the estimated quantity (rounded down to the nearest 0.01 yen if there is a fraction), adding an amount equivalent to 10% of that amount (rounded up to the nearest 0.01 yen if there is a fraction).
If the consumption tax rate changes due to revisions of the Consumption Tax Act, etc., the contract amount will be adjusted by adding or subtracting the consumption tax equivalent amount without any special amendment procedures. However, if the consumption tax equivalent amount does not change due to the application of transitional measures prescribed by the government, the treatment according to those transitional measures will apply.
○ Notes on bid amount and contract amendment due to fluctuations in prices, etc. during the contract period (items that apply are marked with ■).
■ Since contract amendments, including the contract amount, are generally not made even if prices fluctuate during the contract period for this procurement, the bid amount should take into account price fluctuations during the contract period.
□ For the second year or later of the contract period (limited to after the 13th month from the contract date) for this procurement, contract amendments will be made according to the conditions stated in the specifications only in case of fluctuations in labor costs during the contract period. Therefore, the bid amount should take into account price fluctuations excluding labor cost fluctuations during the contract period.
For this tender, after the bid opening, the qualifications of the lowest bidder will be confirmed. If the lowest bidder after the bid opening is determined to be ineligible, the contract department will contact them. You must submit documents proving your eligibility by November 11, 2026 (Wednesday) 5:00 PM, starting from the day after the bid opening date. The reception hours for documents proving eligibility are from 9:00 AM to 5:00 PM on days other than holidays (excluding noon to 1:00 PM).
If documents proving eligibility are not submitted by the above deadline, the bidder will be deemed ineligible, their bid will be invalidated, and they will be suspended from participating in competitive bidding. In this case, the next lowest bidder will be checked for qualifications and the successful bid will be determined. This qualification check will be repeated until the successful bidder is determined.
If, as a result of the examination of submitted documents, a bidder is found to be ineligible, their bid will be invalidated. In this case, the next lowest bidder will be checked for qualifications and the successful bid will be determined. This qualification check will be repeated until the successful bidder is determined.
Bid bond is waived.
The successful bidder will be the one who submits the lowest valid bid among those deemed eligible. (Bid opening results will not be published until the successful bidder is determined.)
Withdrawal after bidding is not permitted. If the successful bidder fails to conclude the contract, it will be considered a contract withdrawal, and they will be suspended from competitive bidding for 3 months, and a penalty equivalent to 5% of the bid amount will be collected.
If a person wishing to participate in this tender (individual, corporate representative, or person authorized by a corporate representative or individual) is the same person as another representative, etc. wishing to participate in this tender, only one of them may participate.
If it is found that both the representative and the same person have bid in this tender, the bids submitted by that representative and the same person will be invalidated pursuant to Article 6-2, Item 14 of the Kyoto City Contract Administration Regulations, and they will be suspended from participating in competitive bidding.
If a successful bidder is determined in this tender, and it is found before the contract is concluded that the successful bidder is the same person as another representative who bid in this tender, the contract will not be concluded, and they will be suspended from participating in competitive bidding.

In the event of any damage to the successful bidder due to such non-conclusion or reduction of the contract, the successful bidder shall not claim any compensation from Kyoto City.
