“Improvement of the conservation status of forest natural habitats (91AA, 91H0, 91M0, 9170) through scientific, demonstration, experimental and training activities, in the context of demonstrating and introducing forestry practices for the transformation of coppice forests into seed forests under measure 48 of the National Framework for Priority Actions for Natura 2000 2021-2027.”

The subject of the public procurement is “Improvement of the conservation status of forest natural habitats (91AA, 91H0, 91M0, 9170) through scientific, demonstration, experimental and training activities, in the context of demonstrating and introducing forestry practices for the transformation of coppice forests into seed forests under measure 48 of the National Framework for Priority Actions for Natura 2000 2021-2027.” The scope and requirements regarding execution are detailed in the Technical Specification – Appendix No. 1 to the public procurement documentation. Possibility of submitting variants in offers - No possibility is provided for submitting variants in the participants' offers. Place of execution of the procurement - The execution of the activities should be carried out within the territory of the protected zones BG0000224 Ograjden – Maleshevo, BG0000366 Kresna-Ilindentsi, BG0001011 Osogovska Planina, BG0001013 Skrino, BG0001022 Oranovski prolom – Leshko, BG0000113 Vitosha, BG0000298 Konyavska Planina, BG0000165 Lozen Planina, BG0001389 Sredna Gora BG0001043 Etrepole – Baylovo within the distribution limits of forest natural habitats (91AA, 91H0, 91M0, 9170). Research and demonstrations should be carried out in these habitats to acquire new knowledge and data about their condition. Activities are performed only in parts of the protected zones falling within the boundaries of the South-West Planning Region (SWPR). Part of the activities under the contract may be performed at the contractor's office, where applicable. Term of execution of the procurement - The public procurement contract enters into force from the date of its registration in the contracting authority's filing system. The term for the fulfillment of all obligations undertaken by the parties under the Contract is up to 36 months from the date of notification from the contracting authority regarding secured funding. Costs of the procurement - The costs for preparing offers and participating in the procedure are borne by the participants. Participants are not entitled to make any claims for costs incurred by them in preparing and submitting their offers, regardless of the outcome of the procedure. Estimated value of the procurement - The estimated value of the procurement is BGN 806,466.58 (eight hundred and six thousand four hundred and sixty-six BGN and 58 stotinki) excluding VAT, respectively BGN 967,759.89 (nine hundred and sixty-seven thousand seven hundred and fifty-nine BGN and 89 stotinki) including VAT. A participant who offers a value higher than the estimated value for the execution of the procurement will be excluded from participation in the procedure. Financing of the procurement - The funds are planned to be provided by the "Environment" program 2021-2027. As of the date of opening of this procedure, no funding has been secured, therefore, in accordance with Art. 114 of the Public Procurement Act, a clause for deferred execution will be included in the draft contract. In this case, either party may request the termination of the contract without notice after the expiry of a three-month period from its conclusion.
