(6) Use of Electronic Procurement System
This matter shall use the Electronic Procurement System for bidding and bid opening/closing procedures. However, if it is difficult to use the "Electronic Procurement System" for unavoidable reasons, paper bidding and bid opening/closing procedures may be used in the format specified in the bid explanation document.

4. Qualifications Required for Participants in Competitive Bidding
(1) Not to fall under the provisions of Article 70 of the Cabinet Order concerning Budget, Audit and Accounting.
However, this does not apply to minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for concluding the contract.
(2) Not to fall under the provisions of Article 71 of the Cabinet Order concerning Budget, Audit and Accounting.
(3) To have been graded A, B, C, or D in the business item "Research and Development" under "Services, etc." in the FY2025, 2026, and 2027 qualification for participation in tenders with the Ministry of Internal Affairs and Communications (Unified qualification for all ministries and agencies), and to have the qualification to participate in tenders in the Kanto-Koshinetsu region.
(4) Not to be under suspension of designation based on the "Guidelines for Suspension of Designation in Contracts for Goods and Services, etc. by the Ministry of Internal Affairs and Communications and Other Ministries."
(5) To have submitted the documents required in Section 5 below and to meet the conditions as a bidder.
(6) Not to be a person whose management is substantially controlled by or equivalent to an organized crime group.
(7) To have an information security implementation system as described in the specifications for this contract.
(8) The contractor shall have obtained/possess Privacy Mark, Information Security Management System (ISMS), or equivalent certifications.
5. Obligations Required of Bidders
Those who wish to participate in the bidding must submit the following documents via the "Electronic Procurement System" from 10:00 AM on August 28, 2024, to 5:00 PM on September 16, 2024. However, if it is difficult to use the "Electronic Procurement System" for unavoidable reasons, the documents must be submitted to the place indicated in Section 6 below by the deadline.

Furthermore, when submitting the Statement, it should be submitted separately from the main proposal.

7. Other
(1) Bid Bond and Security Deposit Exempt
(2) Invalid Bids
Bids submitted by persons who do not possess the qualifications required for participation in this bid, and bids that violate the conditions related to bidding, shall be deemed invalid.
(3) Bid Amount
When determining the successful bid, the successful bid price shall be the amount obtained by adding 10 percent of the amount stated in the bid form to that amount (if there is a fraction of less than one yen in that amount, the fraction shall be rounded down). Therefore, bidders shall state in their bid form the amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable businesses or tax-exempt businesses with respect to consumption tax.
(4) Method of Determining the Successful Bidder
The successful bidder shall be the one who meets all the minimum requirements for essential items among the performance requirements specified in the bid explanation document, whose bid price is within the limit of the estimated price prepared in accordance with the provisions of Article 79 of the Cabinet Order concerning Budget, Audit and Accounting, and who has the highest score obtained through the comprehensive evaluation method.
However, the criteria based on Article 85 of the Cabinet Order concerning Budget, Audit and Accounting may apply, so those who wish to participate in the bidding should carefully read the bid explanation document.
(5) Requirement for Contract Creation
A contract shall be created upon conclusion of the contract.
However, it may be omitted if the contract amount is less than 2.5 million yen.
