Public Notice of Bidding (Construction Work) We will conduct an open competitive bid as follows. September 16, Reiwa 8. President of National University Corporation Niigata University, Toshiyuki Someya. 1. Work Overview (1) Work Name: Niigata University (Igarashi) Faculty of Science Building A1 Renovation Mechanical Equipment Work (Re-announcement) (2) Work Location: 8050 Igarashi 2-chome, Nishi-ku, Niigata City, Niigata Prefecture (Niigata University Igarashi Campus) (3) Work Description: Mechanical equipment renovation work associated with the renovation of Faculty of Science Building A1 (RC 5 stories, total floor area 1,917 m2). (4) Construction Period: From the day after the contract signing date until March 31, Reiwa 9 (Wednesday). (5) This work is subject to the "Act on the Promotion of Proper Treatment of Specified Construction Materials" (Act No. 104 of 2000), which mandates the separation and recycling of construction waste and the recycling of specified construction materials. (6) For this work, the "Application for Confirmation of Competitive Participation Qualifications" (hereinafter referred to as "Application") and "Confirmation Documents for Competitive Participation Qualifications" (hereinafter referred to as "Documents") will be submitted, and bidding will be conducted through the electronic bidding system. However, if it is difficult to use the electronic bidding system, paper bidding may be used with the consent of the contracting authority. (7) This work is a comprehensive evaluation and bidding system (performance evaluation type) that accepts applications and documents describing "Company's Technical Capabilities" and "Company's Reliability and Sociality," and determines the successful bidder by comprehensively evaluating price and non-price factors. (8) This work is subject to a labor cost dumping investigation. If the direct construction cost stated in the breakdown of construction costs falls below a certain level, the reason will be investigated promptly after the bid opening. a. Failure to submit written documents or respond to the hearing, or failure to provide a reason, may result in the bid being deemed invalid for violating bidding conditions. 2. Competitive Participation Qualifications (1) Not falling under the provisions of Article 3 of the National University Corporation Niigata University Contract Administration Regulations, and not falling under the provisions of Article 4 within the past one year. Persons who are minors, under guardianship, or under assistance, and who have obtained the necessary consent for contract conclusion, fall under the case of special reasons in Article 3. (2) Must have been certified with a grade of A or B in the "General Competitive (Designated Competitive) Participation Qualification Notification" for piping work in Reiwa 7/8, as defined in Article 4, Chapter 1 of the "Qualifications for General Competitive Bidders" (January 6, 2001, Minister of Education, Culture, Sports, Science and Technology Decision) by the Ministry of Education, Culture, Sports, Science and Technology. (For those who have filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (2002, Act No. 154) or commencement of rehabilitation proceedings under the Civil Rehabilitation Act (1999, Act No. 225), re-certification of general competitive participation qualifications must have been obtained after the decision to commence proceedings.) (3) Not a person who has filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act or filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (excluding those who have obtained re-certification under (2)). (4) Not falling under the disqualifications for "Construction Performance of Similar Works," "Construction Performance," and "Experience in Construction of Similar Works" as indicated in the evaluation items for comprehensive evaluation (refer to the bidding instructions). (5) Must have construction performance of similar works that meets the following requirements, completed and delivered as the prime contractor since Reiwa 23 (2011). (Performance as a member of a joint venture is limited to cases where the capital contribution ratio is 20% or more.) (6) Must be able to assign a supervising engineer who meets the following criteria for the work. However, the assignment of engineers shall be in accordance with Article 26, Paragraph 3 of the Construction Industry Act and Article 27 of the Construction Industry Act Enforcement Order. ① Must be a Grade 1 Piping Construction Management Engineer or possess equivalent or higher qualifications. "Equivalent or higher qualifications" refers to the following: - Persons certified by the Minister of Land, Infrastructure, Transport and Tourism as having equivalent or higher qualifications. ② Must have experience in constructing similar works that meet the following requirements, completed and delivered as the prime contractor since Reiwa 23 (2011). (Experience as a member of a joint venture is limited to cases where the capital contribution ratio is 20% or more.) However, for ongoing construction joint ventures, it is sufficient if one supervising engineer has experience in similar works. Failure to provide such proof may result in disqualification from bidding. ⑤ For ongoing construction joint ventures, even for those not falling under the proviso of the above ②, a supervising engineer with the national qualifications specified in ① above can be assigned. (7) Not be subject to designation suspension measures (hereinafter referred to as "designation suspension measures") by National University Corporation Niigata University or the Ministry of Education, Culture, Sports, Science and Technology based on the "Measures for Suspension of Designation etc. concerning Contracts for Construction Work" (Notification No. 345 of January 20, 2006, Director of Facilities Planning Bureau, Ministry of Education, Culture, Sports, Science and Technology) during the period from the submission deadline of the Application and Documents to the bid opening. (8) There should be no capital or personnel relationship between the bidders (excluding cases where all persons with capital or personnel relationships are members other than the representative of the joint venture (refer to the bidding instructions)). (9) Must have a head office, branch office, or business office located in the Kanto-Koshinetsu region (Niigata Prefecture, Gunma Prefecture, Nagano Prefecture, Saitama Prefecture, Tokyo Metropolis, Kanagawa Prefecture, Chiba Prefecture, Ibaraki Prefecture, Tochigi Prefecture, Yamanashi Prefecture) or in Yamagata Prefecture, Fukushima Prefecture, or Toyama Prefecture, with a permit under the Construction Industry Act. (10) Not be a construction company that is substantially controlled by a yakuza or yakuza member, or a similar entity, and has been requested by the police authorities to be excluded from contracts for works commissioned by the Ministry of Education, Culture, Sports, Science and Technology, and this situation continues (refer to the bidding instructions). 3. Matters Concerning Comprehensive Evaluation (1) Determination of Successful Bidder: ① Bidders shall participate in the bidding with "Price," "Company's Technical Capabilities," and "Company's Reliability and Sociality," and the bidder with the highest "Evaluation Value" obtained by (2)③ among those meeting the requirements of (イ) and (ロ) below shall be the successful bidder. (イ) Bid price is within the limit of the estimated price. (ロ) The evaluation value does not fall below the "Standard Evaluation Value" obtained by dividing the standard score by the estimated price. ② In the case of ①, if there are two or more bidders with the highest evaluation value, the successful bidder will be determined by drawing lots. (2) Method of Comprehensive Evaluation: ① The "Standard Score" shall be 100 points. "Additional Score" shall be a maximum of 25 points, awarded based on the content of the technical proposal in the evaluation items of (3)① and ② below. ② The "Additional Score" shall be calculated by evaluating each of the evaluation items in (3) below and summing the evaluation points for each item. ③ The comprehensive evaluation based on price and non-price factors shall be conducted using the "Evaluation Value" obtained by dividing the sum of the bidder's "Standard Score" and the "Additional Score" obtained from (3)① and ② below by the bidder's "Bid Price." (3) Evaluation Items: The evaluation items are as follows (details are in the bidding instructions). ① Company's Technical Capabilities: Company's construction capabilities, capabilities of assigned engineers. ② Company's Reliability and Sociality: Compliance with laws, familiarity with the region, promotion of work-life balance, etc. 4. Other (1) Language and Currency Used in Procedures: Japanese language and Japanese currency only. (2) Bid Bond and Contract Deposit: ① Bid Bond: Exempt ② Contract Deposit: Payment (3) Invalid Bids: Bids submitted by persons who do not have the competitive participation qualifications indicated in this announcement, bids with false statements in the application or documents, and bids that violate the bidding conditions are invalid. (4) Method of Determining Successful Bidder: The successful bidder shall be the one who has submitted a valid bid with the highest evaluation value within the limit of the estimated price, in accordance with Article 11 of the Niigata University Contract Administration Regulations. However, if it is deemed that the content of the contract may not be fulfilled by the person who would be the successful bidder due to their bid price, or if it is deemed significantly inappropriate to conclude a contract with that person due to the risk of disrupting fair trade order, the bidder with the highest evaluation value among other bidders who submitted bids within the limit of the estimated price may be selected as the successful bidder. (5) Low Bid Price Investigation: If the bid price of the person who would be the successful bidder falls below the price based on Article 15 of the Niigata University Contract Administration Enforcement Rules (Investigation Standard Price), an investigation (low bid price investigation) will be conducted as stipulated in Article 16 of the same rules and Article 17 of the Niigata University Contract Administration Procedures Manual. In the case of a contract at a price below the investigation standard price as a result of the investigation, the assignment of an engineer with equivalent qualifications to the supervising engineer may be requested (refer to the bidding instructions). In the case of a contract at a price below the investigation standard price for works where the assignment of a full-time supervising engineer is mandatory, an engineer with equivalent qualifications may be requested in addition to the supervising engineer (refer to the bidding instructions). (6) Confirmation of Assigned Engineer: If a violation of the full-time assignment rule for the planned supervising engineer is confirmed through CORINS or other means after the successful bidder is determined, the contract may not be concluded. Replacement of the application form will not be permitted, except in cases approved as unavoidable due to various circumstances. (9) Participation by Those Who Have Not Obtained General Competitive Participation Qualification Certification: Those who have not obtained the general competitive participation qualification certification listed in 2.(2) can also submit applications and documents in accordance with 4.(3). However, to participate in the competition, they must obtain the qualification certification and undergo qualification confirmation by the time of bid opening.
