Bids shall be made based on the unit price per liter (including one decimal place). Bidders shall state in their bid the amount equivalent to 100/110 of the estimated amount, regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax. 2 Bidding Participation Qualifications Applicants must meet the following requirements: - Not falling under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947). - Must be registered in the FY2026/2027 Goods and Services Purchase Contract Qualification List (hereinafter referred to as "Qualification List") prepared in accordance with Article 170-2, Paragraph 3 of the Gunma Prefectural Financial Regulations (Gunma Prefectural Ordinance No. 18 of 1991; hereinafter referred to as "Regulations"). Those not registered in the Qualification List as of the date of this announcement must apply for competitive bidding qualification review to the Gunma Prefectural Accounting Bureau, Accounting Management Division by September 8, 2024 (Tuesday) in accordance with Article 190-2 of the Regulations, confirm their registration in the Qualification List by 4:00 PM on September 30, 2024 (Wednesday), and contact the General Affairs Section of the Numata Public Works and Construction Office. - Must not have filed for commencement of rehabilitation proceedings or commencement of reorganization proceedings (hereinafter referred to as "commencement of proceedings") under the Company Rehabilitation Act (Act No. 154 of 2002) or the Civil Reorganization Act (Act No. 225 of 1999). Bidders must respond to any requests for explanation regarding these documents from the contracting officer up to the day before the bid opening. (4) Invalid bids: Bids submitted by those who do not meet the bidding participation qualifications specified in this announcement, bids by those who have failed to fulfill their obligations, and other bids falling under the provisions of Article 176 of the Regulations shall be deemed invalid. (5) Requirement for contract document creation: Required. (6) Method of determining the successful bidder: The bidder who submits the lowest valid bid within the scope of the estimated price established in accordance with Article 169 of the Regulations shall be the successful bidder. If there are two or more bidders who could be the successful bidder, a lottery shall be held among them to determine the successful bidder. In such cases, if any of the bidders do not participate in the lottery, or if a bidder who submitted by mail cannot participate, a prefectural employee not involved in the bidding process shall draw lots on their behalf. (7) Regarding bidding participation: It is not mandatory to participate in the bidding for all types of items listed in 1(1) above.
