Baustufe der ABS Stendal - Uelzen ist die bereits erstellte Entwurfsplanung im Gewerk LST aufgrund veränderter Rahmenbedingungen, insbesondere der Berücksichtigung der Bedarfe des künftig geplanten Betriebs unter ETCS auf der genannten Ausbaustrecke, für die ESTW Kläden, Hohenwulsch, Brunau-Packebusch, Rademin, Salzwedel, Schnega und Uelzen sowie die in deren Stellbereichen umfangenen BÜ gesamthaft zu überarbeiten. Ferner sind für die anstehende Bauausführung ab 2027 für die genannten ESTW und BÜ sowie für das ESTW Wieren und die BÜ in dessen Stellbereich APn zu erstellen. Es handelt sich unter Berücksichtigung der angrenzenden Stellwerke um 7 Stellwerke und 22 BÜ für die EP sowie 9 Stellwerke und 40 BÜ für die AP.
