Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

DEFINITION OF THE REQUIREMENT
Transport Canada (TC) requires access to secure, real-time Canadian vehicle registration and ownership data to support its claim review and validation processes under the Electric Vehicle Affordability Program (EVAP).
TC launched the EVAP on February 16, 2026, as a component of the Incentives for Zero-Emission Vehicles (iZEV) Program.
EVAP aims to:
• Improve affordability of electric vehicles (EVs)
• Increase adoption of Canadian-made EVs, and;
• Reduce the price gap between EVs and internal combustion engine (ICE) vehicles
EVAP is scheduled to run until March 31, 2031, or until funding is fully depleted.
The program provides point-of-sale incentives to eligible recipients, including to:
• Individuals
• Businesses
• Provincial, territorial, and municipal governments
To ensure EVAP is effectively delivered, TC has set out eligibility criteria for the purchase and lease of eligible EVs that must be met to receive the incentive. To process an incentive claim, TC will undertake a claim review and validation process for all requests received under the Program to ensure program eligibility criteria are met.
