NOTICE OF PUBLIC CALL FOR APPLICATIONS FOR A CLOSED INTERNATIONAL FRAMEWORK AGREEMENT (ACFI) N°22/2026 ACQUISITION OF METERS - F_DPC_024 1. This Notice of Invitation to Tender follows the General Procurement Notice published on the public procurement portal www.marchespublics.sn and appeared in the newspaper “Le Soleil” N° 16668 of December 24, 2025. 2. Senelec has obtained funds in its Triennial Budget 2026-2028 to finance the closed framework agreement for the Acquisition of meters consisting of a single lot. 3. It intends to use part of these funds to make payments under subsequent contracts relating to the acquisition of meters awarded under a closed framework agreement for a period of three (03) years with qualified companies at the end of the present procedure. Thus, a minimum of three (03) candidates will be selected for the framework agreement to ensure real competition. Otherwise, a relaunch of the tender will be considered. There will be no new entrants since the framework agreement is closed. The objectives of this procedure are: to enable Senelec to select a pool of suppliers meeting the technical qualification criteria to perform the expected services. The candidates selected following this pre-qualification will then be consulted in a second stage. Each year, Senelec will need to procure supplies defined in the annex of this file for a period of three (03) years. Senelec will proceed with a re-competition among the holders of the closed framework agreement each year. Thus, the successful bidder of the subsequent contract will be responsible for the annual order. The award of subsequent contracts will be based on the lowest price, delivery time of supplies, and technological evolution. Acquisitions relating to these contracts will be made by a purchase order mechanism. 4. Senelec requests sealed applications from eligible candidates who meet the required qualifications for the acquisition of meters. 5. The framework agreement will be closed with a re-competition during the second stage. The framework agreement will be awarded to a minimum of three (03) holders. The duration of the framework agreement will be three (03) non-renewable years. 6. The award of the Contract will be conducted by international open tendering as defined in the Public Procurement Code, and open to all eligible candidates. 7.

The qualification requirements are: a. Technical capacity: The candidate must:  Provide documents attesting that they have completed one (01) integration project in at least two (02) different MDMS (Meter Data Management System) platforms during the last five years (2021, 2022, 2023, 2024, and 2025). They must provide a certificate of service rendered, a certificate of good performance, a final acceptance certificate, or any other equivalent document proving that the contract was executed correctly;  Prove, with supporting documents, having executed a contract for the supply of at least 100,000 energy meters over the last five (05) years (2021 to 2025);  Provide certificates of conformity to the DLMS (Device Language Message Specification) COSEM (Companion Specification For Energy Metering) communication protocol for each meter proposed;  Provide certificates of conformity to the STS2 (Standard Transfer Specification) standard for each prepayment meter proposed. The bidder must satisfy, for each meter model proposed, at least one (01) of the following conditions: I. Proven integration experience  Have effectively integrated meters into a SENELEC MDMS platform, in accordance with the requirements defined in section 7.11 of the ToR. This integration must be operational and validated;  Required justification: Signed certificates of good performance (Purchase order and delivery note to be attached). II. Prior integration  Have a meter model integrated by SENELEC in compliance with current technical and regulatory standards;  Required justification: Valid integration certificate. III. Commitment to integration (new entrants) • Provide 5 prototypes of each type of meter proposed in their offer, for a complete integration test in the SENELEC environment, under supervision.
